CITY COUNCIL AGENDA MEMORANDUM
TO: Yreka City Council
PREPARED BY: Melissa Sandberg, Interim Human Resources Director AGENDA TITLE: Discussion and Possible Action to:
Adopt a Resolution of the City Council of the City of Yreka Approving and Adopting an Updated Comprehensive Pay
Schedule for All Full-Time Employees, Part-Time
Employees, and Elected Officials in Accordance with
CalPERS Guidelines
MEETING DATE: April 7, 2026
Discussion:
The City of Yreka (City) has adopted Memorandums of Understanding and resolutions with its represented and unrepresented employees for the Fiscal Year 2026. Recently, in February of 2026, union negotiations were competed for the Yreka Miscellaneous Employees Unit. The City has also been advised through a CalPERS Circular Letter dated January 8, 2020, of the requirement of the City to have the City Council approve and publish a comprehensive salary schedule for full-time, contractual, and part-time employees, elected officials, and stipends paid to volunteers who have an employment relationship with the City.
California Public Employees’ Retirement System (CalPERS), pursuant to their interpretation of California Code of Regulations section 570.5, recommends all CalPERS employers maintain their compensation levels in one publicly available document, approved and adopted by the governing body, which must meet all of the following requirements:
1) Has been duly approved and adopted by the employer's governing body in accordance with requirements of applicable public meetings laws; 2) Identifies the position title for every employee position; 3) Shows the pay rate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
4) Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually; 5) Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer's internet website;
6) Indicates an effective date and date of any revisions; 7) Is retained by the employer and available for public inspection for not less than five years; and
Yreka City Council Agenda
April 7, 2026
8) Does not reference another document in lieu of disclosing the pay rate.
The purpose of approving this resolution is to combine the City’s various payroll schedules into a single schedule for approval by the City Council. It is the staff's intent to continue to produce a single schedule going forward for both CalPERS and City purposes at the time any salary schedule is revised.
Fiscal Impact:

Introduction of Proposed Accessory Dwelling
Unit (ADU) Ordinance Revision
To: Yreka City Council
From: Planning Department
Prepared by: Alia Roca Lezra, Planning Manager
Agenda Title: Public Hearing: Introduction and First Reading of an Ordinance to Amend Title 16 of the Yreka Municipal Code in Compliance with State Accessory Dwelling Unit (ADU) Law
Meeting Date: April 7th 2026
Purpose
The purpose of this item is to amend a portion of the recently updated Accessory Dwelling Unit (ADU) ordinance (Attachment 1) in compliance with recent State law.
Summary
On December 16, 2025, the City Council adopted a comprehensive Accessory Dwelling Unit Ordinance to align with State standards. Subsequent to this adoption, the City Attorney’s office identified Assembly Bill 1154, which went into effect on January 1, 2026. This new law introduces a specific distinction regarding the regulation of Junior Accessory Dwelling Units (JADUs) based on the unit’s sanitation facilities.
Under the provisions of AB 1154, local agencies may only impose owneroccupancy requirements on properties containing a JADU if that unit shares sanitation facilities, such as a bathroom, with the primary dwelling. In instances where a JADU includes its own separate and private sanitation facilities, the City is now prohibited by State law from requiring the owner to reside on the property. Staff have incorporated this language and recommends approval of this amendment to ensure the City’s code remains legally enforceable and fully aligned with State housing mandates.
Fiscal Impact
No direct fiscal impact by amending the City’s Municipal Code.

The proposed amendments to the Accessory Dwelling Unit Ordinance (Attachment 1) are not subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section Yreka City Council Agenda
