CITY OF YREKA

CITY COUNCIL AGENDA MEMORANDUM
YrekaCity Council
Will Ibershof, City Manager
Will Ibershof, City Manager
Work session on the 2026 work plan
Recommended Actions:

1. Receive and file the 2026 Annual Work Plan and accompanying Master Project List;

2. Confirm the priority framework (Priority 1–4 and 2026 Work Plan designations) or provide direction on additions, deletions, or resequencing; and

3. Direct staff to return with quarterly work plan status reports beginning in the second quarter of Fiscal Year 2026–27.

Summary:

The 2026 Annual Work Plan presents a consolidated view of the projects and initiatives City departments will pursue between July 2026 and June 2027. Of the 104 identified projects, the Leadership Team has assigned 58 projects to the 2026 Work Plan. The portfolio includes one Priority 1 project (the New Fire Hall), a thirteen-project Priority 2 infrastructure program led by the Public Works Department, two longer-horizon strategic initiatives at Priorities 3 and 4, and more than forty department initiatives committed for action this year. This report transmits the plan for Council review and direction; no project approvals, awards, or appropriations are before the Council tonight.

Background:

The City of Yreka receives requests, state mandates, and identifies needs for the city in the form of projects. These projects range from small policy changes to large-scale infrastructure and facilities projects. For 2026, every proposed project was screened against three criteria:
(1) current grant obligations carrying binding timelines and deliverables, such as the CalFire Green Waste Reduction Grant; (2) mandates initiated by the State of California, including General Plan 2047, Housing Element implementation, and the Comprehensive Development Code Update; and (3) demonstrated city needs, including aging water, wastewater, and street infrastructure, public safety facilities and staffing, records modernization, and long-range Yreka City Council Special Meeting Agenda

fiscal sustainability. Projects meeting one or more criteria were assigned a timing designation — Priority 1 through 4 for the City’s most significant capital and strategic efforts, or a minor designation for initiatives committed for action this year.

Project Description:

The 2026 Work Plan is a portfolio rather than a single project. Its principal components are:
the New Fire Hall Project (Priority 1), the City’s single most urgent capital project, now completing final design and a funding package; a thirteen-project Priority 2 infrastructure program led by Public Works, spanning water supply and storage, wastewater pre-treatment policy, pump station and water line improvements, annual and rubberized chip seal paving, flood hazard reduction at East Lennox, and facility improvements; six state-mandated projects led locally by Community Development, Public Works, and Human Resources; and department initiatives including records digitization (City Clerk), code enforcement policy development, the 20-Year Financial Plan and Capital Improvement Plan (Finance), workforce development and personnel policy work (Human Resources), staffing stabilization and a Community Services Officer position (Police), and economic development efforts including Campus Drive Redevelopment and the Façade Improvement Program (City Manager).

Project Timeline:

The Work Plan covers Fiscal Year 2026–27 (July 1, 2026 through June 30, 2027). The attached Gantt schedule presents week-by-week activity windows for all 58 projects; durations shown are stage-based planning estimates that department heads will refine as project schedules firm up. Notable milestones include the seasonal chip seal paving window (July through October 2026), the Transient Occupancy Tax ballot measure timed to the November 2026 election, and the Campus Drive Redevelopment start in the fourth quarter of calendar year 2026.

Fiscal Impact:

All projects are funded, or will be proposed for funding, through the adopted FY 2026–27 budget, the proposed Capital Improvement Plan, enterprise funds, and secured grant awards; several items, including the 20-Year Financial Plan, the Capital Improvement Plan update, and the utility billing and Proposition 218 work, are themselves intended to strengthen the City’s long-range fiscal position.

Any project requiring a new appropriation, contract award, or budget amendment will return to Council for separate action with its own fiscal analysis.

Recommendation and Requested Action:

At a future city council meeting, the City Manager will request that the city council adopt the 2026 work plan
