SUBJECT: Facility Use Agreements between the City of Yucaipa and Yucaipa Valley Youth Soccer Organization, Spartans F.C., Yucaipa Valley American Little League, Yucaipa-Calimesa Amateur Softball Association, Yucaipa Youth Basketball, Inc., Yucaipa Junior All American Football and Cheer, Inc., Yucaipa Swim Team, and Sand Canyon Water Polo Club RECOMMENDATION:
That the City Council:
1. Approve and authorize the City Manager to execute Facility Use Agreements between the City of Yucaipa and Yucaipa Valley Youth Soccer Organization, Spartans F.C., Yucaipa Valley American Little League, Yucaipa-Calimesa Amateur Softball Association, Yucaipa Youth Basketball, Inc., Yucaipa Junior All American Football and Cheer, Inc., Yucaipa Swim Team, and Sand Canyon Water Polo Club (Organizations), for use of facilities; and
2. Authorize the City Manager or his designee to administer the terms of the Agreements.
DISCUSSION
The proposed Facility Use Agreements (Agreements), presented for Council's review and approval, identify several City of Yucaipa (City) and Yucaipa-Calimesa Joint Unified School District (District) owned facilities that are being used by the Organizations and clarify operational procedures relative to that use during non -school hours. Staff will continue to coordinate, and schedule Organizations' use of City and District sports fields and maintain, operate, collect fees, and pay for field lights.
The proposed Agreements specify that the City and District agree to the Organizations' use of facilities and will provide maintenance on the facilities as necessary. In addition, the Agreements clarify the responsibilities of all parties involved.
The current Agreements between the City and Organizations are set to expired on December 31, 2021, which coincides with the seasons of play. The proposed Agreements shall commence on January 11, 2022 and expire on January 10, 2021.

FISCAL IMPACT:
Pursuant to the Agreements, the Organizations shall collect the Facility Maintenance Fee from each participant and shall submit payment to the City for the 2022 calendar year. The fee is used to provide heavy maintenance/ light improvements to the facilities used.
The Agreement with Thunderbird Water Polo Club will require the Club to pay a fee of $16.00 per hour for use of half (a maximum of 9 lanes) of the Crafton Hills Aquatics Center (CHAC).
Also, in accordance with the City User Fee Schedule, Thunderbird Water Polo Club shall submit payment to the City reflective of any intermittent use of the City Pool, on the 151h day of every month. The fees are used to pay the maintenance fee for use of the Crafton Hills College Pool, per the contract with the City and Crafton Hills College.
The City and Yucaipa Swim Team (YST) have an existing Agreement in place, which defines their annual payment in the amount of $10,000 for all utility and maintenance related costs associated with the use of CHAC.
