DISCUSSION:
On October 11, 2021, City Council approved a two-day festival to be held on Friday, March 25, 2022, from 6:00 p.m. to 10:00 p.m., and Saturday, March 26, 2022, from 12:00 p.m. to 10:00 p.m., at Five Winds Ranch to celebrate the reopening of the park after 1 %2 years of being closed due to the El Dorado Fire. Since then, staff has been working with Harbour Productions to solidify two headline country artists. The entertainment will be finalized and announced later this month.
Following is an outline of the proposed activities for the event; each activity is named after a country song:
Watermelon Crawl - Beer and Wine Garden
Staff is recommending using Jakes Italian Bistro and Brew to operate the Beer and Wine Garden. Jakes has operated beer gardens at City events in conjunction with the Knights of Columbus and provided the beer garden at the Pumpkin patch. Their experience and professionalism make them the best fit for the festival. Staff is recommending a 50/50 revenue spilt with 50% going to the city and 50% going to Jake's.
Should've Been A Cowboy — Adult Fun Zone
-59-
Activities will include photo ops, giant horseshoes, axe throwing, mechanical bull rides, rodeo roping, archery, tethered balloon rides, and horseback rides. This area will be operated by City staff.
Tootsies Camping — Camping
Camping options will be included as an option in conjunction with festival tickets. The camping options include, tent camping, RV camping (dry) and car camping for Friday, March 25 and Saturday, March 26.
Staff will continue to work on other details for the event including food partners and return to City Council at an upcoming Council meeting.
In preparation for reopening the park and the festival itself, staff has worked with its community partners in planting hundreds of trees and shrubs, grading the site consistent with the approved conceptual site plan (phase II grading is currently underway), relocating the barn and purchasing certain site amenities for the park.
FISCAL IMPACT:
The estimated costs will be approximately $250,000 and the estimated revenue for the event is in the amount of $200,000. Additional in -kind services will need to be provided by the following Departments, Public Works, Community Services, Police and Fire as well.
