AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer (L , P Landon Kern, Assistant City Engineer L K
FOR: City Council Meeting of January 24, 2022
SUBJECT: 2020/2021 & 2021/2022 Street Rehabilitation Programs- Project No. 11152 RECOMMENDATION:
That City Council authorize the additional amount of $100,000 for a total revised amount of $638,000 for construction contract contingency to the contract with Matich Corporation of Highland, CA for the 2020/2021 & 2021/2022 Street Rehabilitation Programs- Project No. 11152.
BACKGROUND/DISCUSSION:
On May 11, 2020, City Council approved the FY2020/2021 Pavement Management Program (PMP).
On April 26, 2021, City Council approved the FY2021/2022 PMP. Included as a part of the PMPs is the FY2020/2021 and FY2021/2022 Street Rehabilitation Program (Program). The Program includes asphalt street repairs and rehabilitation of asphalt pavement on various streets throughout the City.
The Program was initiated in order to repair and resurface/overlay various asphalt streets and extend the service life of the selected streets as a part of the City's overall PMP, as well as providing some traffic safety improvements. The work required for the Program includes pavement patching, cold milling, pavement fabric, asphalt resurfacing/overlays and restriping of the streets after the work is completed.
Based on direction provided by City Council with the approval of the FY2021/2022 PMP, Staff combined the FY2020/2021 and FY2021/2022 Street Rehabilitation Programs into one bid package, and advertised for construction bids in July 2021.
On August 23, 2021, City Council awarded a contract to Matich Corporation of Highland, CA (Matich) in the amount of $2,153,806.19 for the Program. Due to the favorable unit costs submitted by Matich in their bid for the street rehabilitation and paving work, Council also authorized the amount of $538,000 for construction contract contingency. The majority of the work for the Program has been completed, however, there is additional asphalt and street improvement/paving related work that needs to be completed for other traffic safety related and Capital Improvement Program projects at this time.
That work includes paving the access road to the New City Yard Project, completing the road grading and roadway base compaction at the Five Winds/El Dorado Ranch Park Project and also completing the roadway and asphalt work on Oak Glen Road that includes a left turn pocket to improve access to the Five Winds/El Dorado Ranch Park Project. The work at Five Winds/El Dorado Ranch Park is -52-

necessary for public safety, improved access to the facility for special events, and to be able to open the facility to the public again following the El Dorado Fire.
The additional contract contingency allows the City to take advantage of the favorable unit costs associated with the contract for the Program, particularly given rising prices throughout the construction industry. If approved, staff will work with Matich to complete the additional required asphalt paving and roadway work in a more cost effective manner.
