CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Raymond A. Casey, City Manager
 herrie M. O'Connell, Emergency Services Coordinator/Community Liaison /ty, 5
FOR: City Council Meeting of January 24, 2022
SUBJECT: Extending the Existence of a Local Emergency Due to the December 2021 Storm Event
RECOMMENDATION:
That City Council review the need to continue the local emergency, thereby recognizing the continued existence of perilous conditions as a result of the December 2021 Storm Event, and direct staff as deemed appropriate.
DISCUSSION:
On Tuesday, December 15, 2021, the Yucaipa City Manager proclaimed a local emergency due to the December 2021 Storm Event. Pursuant to Yucaipa Municipal Code Section 8.36.075, the City Manager has the authority to proclaim a local emergency when the City Council is not in session.
In accordance with Government Code Section 8630, a proclamation by the City Manager remains in effect for seven days unless ratified by the governing body and the City Council shall review, at least every fourteen (14) days, until such local emergency is terminated, the need for continuing the local emergency.
On December 15, 2021, the City Council held a Special Meeting and adopted Resolution No. 2021- 79, ratifying the proclamation of the existence of a local emergency by the City Manager, and waived the requirement to review the need for continuing the local emergency proclamation every 14 days, to extend the proclamation to the City Council Meeting of January 10, 2022.
With significant estimated damage assessment costs to the Spoor Canyon area and Wilson Creek Crossing at Jefferson, the need for the local emergency declaration remains vital to the interests of the City and residents, to accomplish work necessary to mitigate the impact of the December 2021 Storm Event. Staff has an upcoming meeting with state representatives to determine if funding is available and recommends the City Council extend the declaration pending the results of that meeting.
FISCAL IMPACT:
The extension of this declaration of local emergency will maintain the City's compliance with State and Federal requirements for emergency response and continue the City's eligibility to receive State and Federal emergency assistance funds.
