CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Jennifer Crawford, Assistant City Manager,
Kimberly Everts, Deputy Rent Administrator/Records Technician Cly A FOR: City Council Meeting of February 14, 2022
SUBJECT: Fiscal Year 2021/2022 Community Activity Grant Accountability Reports and Financial Grant Request
RECOMMENDATION:

That City Council:

1. Review and consider the FY 2021/2022 Community Activity Grant Application submitted by Yucaipa High School (YHS) requesting $10,000 for financial support to send the YHS Baseball Team to USA Baseball's National High School Invitational (NHSI) held in North Carolina in April 2022 to compete in the NHSI championship tournament; and

2. Receive the FY 2021/2022 Community Activity Grant Accountability Reports and deem the program requirements complete for Grace Point Fellowship Church— Summer Sports Activities, Inland Leaders Charter School — Volleyball Games, Yucaipa Family Assistance — New Fence outside the Building's Western Boundary and an Aluminum Garage Door, the Yucaipa Elks Lodge #2389 — Annual Hoop Shoot and Soccer Shoot, and Yucaipa Valley Art Association — Monthly Meetings.

DISCUSSION:

The City has received the following application for financial support for the Fiscal Year (FY) 2021/2022 Community Activity Grant (CAG) Cycle. For Council information, the table below provides the name of the requesting applicant, a brief description of the proposed project scope, and the amount of financial support requested.

Carolina in April 2022
The grant is seeking financial support to send the YHS Baseball Team to attend USA Baseball's National High School Invitational to compete among other high school baseball teams nationwide for the championship title. Total YHS students/staff projected to serve: Approx. 30

Staff has reviewed and is recommending that the City Council receive the CAG Accountability Reports and deem, if appropriate, that the program requirements have been met by Grace Point Fellowship Church— Summer Sports Activities, Inland Leaders Charter School — Volleyball Games, Yucaipa Family Assistance — New Fence outside the Building's Western Boundary and an Aluminum Garage Door, the Yucaipa Elks Lodge #2389 — Annual Hoop Shoot and Soccer Shoot (event cancelled and returned funding), and Yucaipa Valley Art Association — Monthly Meetings.

FISCAL IMPACT:

Following the May 24, 2021, City Council Meeting, whereby City Council prioritized the FY 2021/22 CAG applications, the CAG Fund for financial requests was depleted. On November 8, 2021, the City was notified that the Yucaipa Elks Lodge #2389 was forced to cancel their event due to COVID-19 restrictions and would no longer require the use of the financial award in the amount of $1,000 for the Annual Hoop Shoot and Soccer Shoot. As such, the financial funding awarded to the Yucaipa Elks Lodge #23 89 was returned to the City and added back to the financial CAG Fund, resulting in the current balance of $1,000.

The total financial assistance requested from the CAG application submitted by YHS is $10,000, exceeding the remaining balance in the FY 2021/22 CAG allocation by $9,000. Should Council award an amount requested by YHS of over $1,000, the funding must come from the FY 2021/22 General Fund Contingency Account. If so, the City Council may also direct staff to reduce the FY 2022/23 CAG funding by that same amount in the Draft FY 2022/23 Budget.

Theme are many people who live in Yucaipa who played for, or attended Yucaipa High School. Seeing the athletic teams perform at the highest level brings about a sense of pride in the community. The majority of the kids involved in the tournament grew up playing little league baseball in Yucaipa, and this is a culmination of what the entire community has put into these kids to get them to where they are today.

Yucaipa Mayor David Avila,
Yucaipa High School is proud of it's deep traditions and connections to the city we love.

No program has deeper roots than the Thunderbird Baseball Program which has a reputation of developing young men into quality citizens that contribute to our community and country. Many of these young men play college baseball and are able to make their mark in the MLB.

YHS Baseball has received a very prestigious invitation to play in the 2022 USA Baseball National High School Invitational April 6-9, 2022 in Cary, North Carolina. Cary, North Carolina is where USA Baseball is located; they are the oversight for all national baseball teams that ultimately lead to the Olympic Games. YHS Baseball is one of just 16 high schools in the United States to be invited this year. YHS is one of only six public high schools to ever be invited.

This opportunity will have a lasting impact on the young men who play for YHS. Not only will the event be a once in a lifetime experience, it could very well lead to the necessary recognition to help these boys excel in college baseball and possibly play professional baseball.

The current YHS varsity baseball roster includes the following Division 1 and other division committed players:

Senior Jacob Reimer - SS - University of Washington
Senior Carter Herrera - RHP - Cal State Fullerton
Senior Wyatt Doty - RHP - Cal State San Bernardino
Senior Peyton von Kaenel - RHP - Concordia Irvine
Senior Chase Antillon - CF - Cal Baptist University
Junior Luke Scherrer - C/RHP - Cal Poly San Luis Obispo on

Junior Owen Egan - RHP/OF - UCLA
Junior Carter Elliot - RHP - Arizona State University
Sophomore Wesley Hickey - 2B/OF - University of Washington Sophomore Daniel Arambula - 1 B/2B - Louisiana State University As you might imagine, a trip of this magnitude requires a substantial budget. We anticipate each player will have to pay a fee for this opportunity, but we would like to make that fee as affordable as possible for families. The Yucaipa school board has approved YHS to take twenty-one players, four coaches and four chaperones to Cary.

This comes at the cost of approximately $50,000. This will include travel, food, tournament fees and the opportunity to visit colleges in North Carolina such as Duke and UNC.

As a team, we have worked very hard to raise money to make this opportunity a reality through fundraising ($13,115), generous local business sponsorships ($11,300), player family contributions and financial support from our school district. Superintendent Cali Binks and the YCJUSD School Board have authorized just under $10,000 to help cover the costs. We are still around $10,000 short of our goal and we are asking if our City can help with that shortage.

Please consider sponsoring this event and making a donation to YHS Baseball.

Please feel free to contact Head Coach Ralph Grajeda with any questions you may have at [email protected].

Thank you for your continued support of the Yucaipa High School baseball program.

Sincerely,
Yucaipa High School Baseball
