That City Council adopt Resolution No. 2022-08 authorizing staff to file reimbursement claim forms for Transportation Development Act, Article 3 grant funds in the amount of $13,200 for the City -Wide Bus Stop Enhancements - Project 11169.
BACKGROUND:
On June 7, 2021, the San Bernardino County Transit Authority (SBCTA) Board of Directors authorized the release of a call for projects seeking Transportation Development Act (TDA), Article 3 funds. Approximately $3,900,000 in TDA, Article 3 funds was made available for projects that included bicycle and pedestrian projects throughout the County of San Bernardino.
In August of 2021, the City of Yucaipa submitted a grant application requesting TDA, Article 3 funds for the design and construction of City -Wide Bus Stop Enhancements at seven (7) bus stop locations in the City of Yucaipa. Transportation Development Act (TDA) Article 3 Grant Funding Reimbursement
The overall Project provides enhanced ADA access and protection from inclement weather to those waiting to access the bus at the locations listed above.
TDA, Article 3 grant funds are paid through a reimbursement process. For several prior grant funded projects the reimbursement process has typically required a resolution after the work is completed and before submitting for reimbursement. However, for this Project the TDA, Article 3 Grant Program requires City Council authorization before the work has started and before submitting for reimbursement of funds. Consequently, staff recommends that the City Council adopt Resolution No. 2022-08, authorizing staff to file reimbursement claim forms for reimbursement of funds in the amount of $13,200 from the TDA, Article 3 program for the improvements specified in the successful grant application.
FISCAL IMPACT:
The total cost for the Project is in the amount of $26,400. TDA, Article 3 Funds will reimburse up to 50% of the total eligible project costs, or $13,200. Additional funding for the Project will come from Omnitrans in the form of seven (7) bus shelters for the bus stop locations. The Rotary Club or Yucaipa (Rotary) will also install and continue to maintain the bus benches per the License Agreement between the City of Yucaipa and the Rotary Club of Yucaipa. Omnitrans is also investigating a possibl partnership ith Rotary for the routine maintenance of the bus shelters.
