CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council Members
FROM: I I Grant Malinowski, Fire Chief
i ,I
FOR: City Council Meeting of March 14, 2022
SUBJECT: 2020 Homeland Security Grant Acceptance - Fire Department RECOMMENDATION:
That City Council:
1. Approve the acceptance of the 2020 Homeland Security Grant award in the amount of $32,297 for the acquisition of one complete set of full-sized extrication tools for ME -551 (shear, spreader and ram); and

3. Approve and authorize the acquisition of TNT rescue E-draulic extrication tools including one shear, one spreader and one ram from Clockwork Extrication in the amount of $32,297.
DISCUSSION:
The 2020 Homeland Security Grant was awarded to the County of San Bernardino for distribution to Fire and Police Departments within the County. Awarded dollar amounts are based primarily on population served. Yucaipa Fire Department was awarded the amount of $32,297 for the acquisition of extrication tools.
With changing automotive technologies, including newer more durable alloys used in vehicle construction, the Yucaipa Fire Department's current extrication tools are outdated and, in some instances, ineffective for their intended purpose. The Yucaipa Fire Department has identified that modernizing vehicle extrication equipment is a top priority. Therefore, the Yucaipa Fire Department proposes to purchase extrication equipment with the 2020 allotted grant amount.
Full-size extrication tools are essential and critically needed tools for life safety services. They are used for tactical operations, road traffic incidents, and urban search and rescue when casualties are hard to reach. The full-size set of extrication tools will be placed on Medic Engine 551, replacing the approximately 17 year old and now irreparable and out of service extrication tools. The Yucaipa Fire Department will be seeking grant funding this coming year for the purchase of additional extrication equipment so that the citywide equipment is consistent, modernized and can be utilized effectively against modern vehicle materials.
