SUBJECT: Department Reorganization
RECOMMENDATION:
That City Council:
1. Approve reallocating the currently budgeted Emergency Services Coordinator/Community Liaison position from Salary Range 20 ($55,952 - $69,876) to Salary Range 31 ($73,414 - $91,684); and
2. Adopt Resolution No. 2022-14 amending Resolution No. 2022-06, amending the General Employees Unit Benefit and Classification Plan effective with the pay period beginning on March 26, 2022.
BACKGROUND / DISCUSSION:
With the upcoming retirement of the incumbent in the position, staff reviewed the overall structure of the organization and the industry standards for this updated position and believes that the increased salary range is necessary to draw the appropriate candidate with the necessary experience and skill sets to succeed in this updated role.
The job description has been updated to reflect the dramatic changes in Public Safety and Emergency Services precipitated first by shifts in public perception, particularly in some parts of the nation, and then as a result of the pandemic and of course the recent fires/floods. Those influences and impacts are likely to continue into the future and necessitate continuing and even enhancing our community policing efforts in collaboration with the Police Department; continuing and enhancing our relationships with the provider of emergency transport services as well as researching and informing Council of other alternatives; continuing to study and inform City Council in collaboration with the Fire Department of alternative fire service enhancements going forward; and enhancing in house and community -wide emergency response training, consistent and enhanced training programs for citizens on patrol, search and rescue teams, and other "force multipliers" for the city's public safety efforts.

The detailed Annualized Costs and FY 21-22 Estimated Costs associated with these actions are listed below. Also, the FY 21-22 Estimated Costs of $25,000 are fully funded in the City Manager's budget through accrued salary savings due to the incumbent working part time for several months and other gaps in filling full time positions in the department.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
YUCAIPA, CALIFORNIA, AMENDING RESOLUTION NO. 2022-06,
AND ADOPTING THE REVISED GENERAL UNIT EMPLOYEE
SALARY, BENEFIT AND CLASSIFICATION PLAN
WHEREAS, it is necessary for the efficient operation of the affairs of the City that the City Council adopt a pay and classification plan; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YUCAIPA DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Adopt Resolution No. 2022-14, amending Resolution No. 2022-06, and adopting the General Employees Unit Benefit and Classification Plan effective with the pay period beginning March 26, 2022, by:
