Agenda Item No. 9
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Public Works/City Engineer P Todd Gutjahr, Public Works Analyst Cam.
FOR: City Council Meeting of April 25, 2022
SUBJECT: Conceptual Plan Revisions for the Yucaipa Pickleball Facility, Yucaipa Pickleball Court Design Project —Project No. 11150
RECOMMENDATION:
That City Council review and approve the conceptual plan revisions for the Yucaipa Pickleball Facility, Yucaipa Pickleball Court Design — Project No. 11150 and direct staff as appropriate.
BACKGROUND:
On December 9, 2002, City Council approved a Professional Services Agreement with RJM Design Group, Inc. to prepare the City of Yucaipa Parks and Recreation Master Plan (Master Plan).
In 2005, City Council approved the draft Master Plan document, intended to provide a roadmap for park and recreation opportunities in the City, consistent with the City's General Plan. On October 22, 2012, the City Council adopted Resolution No. 2012-70, adopting the updated Master Plan document with the addition of two additional park facilities: Dunlap Park and the 13th Street Sports Complex.
Since 2012, the City has undergone significant changes due to residential/commercial development and park development. As a result, additional recreational needs were identified, and capacity requirements for recreational opportunities have become apparent through community feedback and assessments completed by staff. To accurately document these changes and better identify potential deficiencies and needs within the growing community, an update to the Master Plan was approved by City Council in April of 2016.
Since 2018, pickleball has grown in popularity nationwide. Over the last several years, a number of residents have taken up the sport and begun to play at various locations throughout the City, such as Avenue I Park, 7th Street Park and the Community Center, where temporary pickleball striping was installed on existing basketball and tennis courts.
In order to accommodate the increasing number of players in the community, there was a request from residents for the City to provide an additional pickleball facility. The City Council provided direction to staff through the FY2018/2019 Goals and Objectives process to select a location for a proposed exclusive pickleball facility and prepare a conceptual plan for Council's consideration. -172-

City staff evaluated several design alternatives for an exclusive pickleball facility with several factors in mind. Factors such as cost and the availability of existing infrastructure were used to evaluate multiple alternatives at four (4) different park sites. While evaluating these alternatives, City staff recognized the significance of minimizing impacts to other user groups, such as basketball and tennis. Minimizing the impacts on other user groups was an essential component of the updated Master Plan.
In June of 2018, City staff met with the USA Pickleball Association Ambassador to Yucaipa (USAPA Ambassador) to discuss pickleball facility design and the use of the 7th Street Park basketball courts for pickleball use and determined that two of the three existing basketball courts could be permanently striped for pickleball (on top of the existing basketball striping) and portable netting could accommodate up to four (4) pickleball courts. Furthermore, in order to ensure that basketball remained an alternative use for this facility, staff proposed that pickleball use could be restricted until after 11:00 a.m. on days when local public schools are not in session. It was also determined that permanent pickleball striping at the existing tennis courts at Avenue I Park could also provide for additional pickleball facilities as well as continue to serve as tennis courts as well.
At the August 27, 2018, meeting, City Council authorized the amount of $3,450 to be used for permanent pickleball court striping at Avenue I Park (tennis courts) and 7th Street Park (basketball courts). The striping was completed in November 2018.
As part of the FY 2021/2022 Budget adoption process, with input from the Yucaipa Pickleball Club (YPC), City Council approved a conceptual plan and prioritized the development of a permanent, pickleball facility and authorized the amount of $400,000 for the Yucaipa Pickleball Court Project — Project No. 11150 (Project) at the Yucaipa Community Park in the turf area west of the Yucaipa Community Park/Center parking lot.
In October of 2021, staff distributed a Request for Qualifications/Proposals for the Project seeking professional engineering and design services to prepare construction plans and specifications for a pickleball facility. At the December 13, 2021, City Council Meeting, Council awarded a professional services contract to RHA Landscape Architects -Planners, Inc. (RHA) in the amount of $66,925 for the professional engineering and design services for the preparation of construction plans and specifications for a pickleball facility at the Yucaipa Community Park.
DISCUSSION:
As part of their scope of work in March of this year, RHA presented City staff with a preliminary design and cost estimate for a new pickleball facility at the Yucaipa Community Park based on the concept plan approved by City Council in June of 2021. The cost estimate provided was almost $800,000, well above the cost estimate of $400,000 established in June of 2021. The increase in cost is primarily due to the cost of retaining walls and the limited availability of building materials, building supplies and qualified contractors, among other current economic conditions. In addition, approximately $90,000 of the cost was associated with the Water Quality Management Plan (WQMP) preparation and implementation required for the Project. This is required to accommodate the removal of the existing turf area and the increase in impervious area created by the Project (concrete surfaces for pickleball courts). Staff worked with RHA to evaluate several -173-

different design alternatives, including reducing the number of pickleball courts and minimizing the scope of the Project, however, the cost of those alternatives evaluated still exceeded the original cost estimate.
Staff reached out to the YPC during the alternative evaluation process and informed them of the cost estimates as well as the various design alternatives being evaluated. The YPC independently developed conceptual alternatives as well and shared those alternatives with City staff. One of the alternatives included a proposal to relocate the proposed pickleball facility to 71h Street Park.
The relocation of the facility to the 71h Street Park would significantly reduce the cost of construction if the facility was to be constructed in an area that already had a concrete surface that could be resurfaced for pickleball. This eliminates the need for a WQMP since the proposed construction would not be creating new impervious areas. This would also allow for the construction of new pickleball exclusive courts that could be used along with the existing multi- use pickleball and basketball courts and increase the capacity of pickleball play. This would also further minimize impacts to other user groups which is which is an essential component of the Master Plan.
Staff is recommending that Council approve the revised conceptual plan for the proposed pickleball facility at 71h Street Park and authorize the Project to be completed in phases. The revised concept plan and phasing is as follows:
Phase 1:
1. Remove the existing 71h Street Skate Park equipment and construct four (4) exclusive pickleball courts.
2. Install a steel structure cover over the four (4) proposed pickleball courts to match the existing steel structure cover.
3. Resurface and permanently restripe the existing Pickleball/Basketball Courts at the 71h Street Park to accommodate seven (7) pickleball courts and three (3) basketball courts (The existing basketball courts and poles/hoops would remain in place).
4. Install/construct a storage cabinetibin for pickleball nets and equipment storage Phase 2:
1. Install lighting under the proposed cover over the four (4) proposed pickleball courts.
2. Demolish the existing building (71h Street theater building) and construct basketball courts in its place using the existing concrete slab (with minor modifications).
FISCAL IMPACT:
The total estimated cost of the Project based on the proposed revised concept plan is approximately $628,000. The current estimated cost of the proposed Phase 1 improvements is in the amount of $360,000 and the estimated cost of the Phase 2 improvements is in the amount of $268,000. The Adopted FY2021/2022 Capital Improvement Program includes the amount of $400,000 for the -174-

Project. With the costs to date for the project in the amount of approximately $40,000, the current available balance is in the amount of approximately $360,000. If approved, the Phase 1 components can be completed with the current available funding and staff would return to Council at a later date, perhaps with the Draft FY2022/2023 Budget, with a recommendation to fund the Phase 2 improvements.
