SUBJECT: Fire Department 2021 Annual Report and Emergency Transport Update RECOMMENDATION:
That City Council review and approve the Fire Department's Annual Report for 2021.
BACKGROUND:
The City of Yucaipa Fire Department and the California Department of Forestry and Fire Protection (Cal Fire) provides fire protection for the City of Yucaipa, and the unincorporated County area of Oak Glen under contract with the County. This attached report is submitted annually and covers the calendar year. Fire Chief Grant Malinowski will present the report and the update and be available to respond to any questions.

I constantly p look to improve the level of service we provide to meet the future needs of the City and to be a valued part of the community we serve. 2021 has shown a significant increase in call volume and response times coupled with statewide challenges for Emergency
Medical Services response. I am constantly working with City Staff and City Council to reduce response times and
increase service.

RESERVE PROGRAM
For over 40 years the Yucaipa Fire Department has maintained a Reserve Firefighter program. The program furnishes volunteer firefighters who at completion of training are able to fully function as firefighters and add additional personnel and support to the Yucaipa Fire Department. In 2019 the Yucaipa Fire Department signed an MOU with Victor Valley College for all reserve firefighters to become College interns. This has provided a phenomenal benefit to the City of Yucaipa and the Yucaipa Fire Department. Fire staff is currently seeking a collaborative training program for full time staff through Crafton Hills College.

CONTRACT
Through a contract between the City of
Yucaipa and the County of San
Bernardino, the Yucaipa Fire
Department provides Fire Suppression
and Paramedic services to the
Community of Oak Glen. Yucaipa Fire
Department also oversees the

management and staffing of the
Volunteer Fire Station 555 in Oak Glen.

Yucaipa were filling up the "Toys for
Yucaipa" donation boxes. This annual, .,
event is hosted by the Yucaipa Fire
Department and is coordinated by, '
residents Lenore Will and Brenda
Martinez. The event is supported by
local organizations and Law and Public -
Safety students. The 2021 toy drive was
a success. 3000 toys were distributed to,.
180 families and 700 children.

LAW AND PUBLTC-7797FETY
The Yucaipa Fire Department has been dedicated to educating and mentoring students of the Yucaipa High School Law and Public Safety (LPS) program since it began in 2014. During the school year, Yucaipa Fire Department's involvement in the program includes:
Instruction topics
• Communicable disease, fire engine
orientation, turnout races, victim rescue
carries, fire and fire extinguisher training,
mock interviews and interview, After Action
Review, introduction to ropes and knots, tools
and terminology, harnesses and rope rescue
systems, and low angle victim rescue
scenarios
Ride -Outs and Live Fire Training
• 840 total ride -out hours offered to students at
Yucaipa fire stations (2019)
• Situational Awareness
Members of Station 552 participated in an LPS
advisory board, consisting of other agencies
throughout the City. Also, the City of Yucaipa
donated outdated or out -of -service Yucaipa
Fire Department equipment to the LPS program.
