Agenda Item No. 14
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer FOR: City Council Meeting of May 23,2022
SUBJECT: Purchase of Traffic Signal Poles for the Oak Glen Road/Live Oak Canyon Road Widening Project, Colorado Street to Outer Hwy-10 South RECOMMENDATION:
That City Council award and authorize the City Manager to execute a purchase order/contract with McCain of Vista, CA for the purchase of traffic signal poles and associated equipment in the amount of $88,658.23 (including tax) for the Oak Glen Road/Live Oak Canyon Road Widening Project, Colorado Street to Outer Hwy-10 South.
BACKGROUND:
In a new traffic signal project, the item with the longest lead-time is the delivery of traffic signal poles, which typically takes 60 to 80 days, or longer if custom poles are ordered. With the current economic conditions related to labor and material shortages, the delivery time for traffic signal poles is being quoted as 100 to 120 days or even longer with the unstable economy. Regardless, this lead- time usually causes a significant delay in the construction and installation of new traffic signals after the construction contract is awarded to a contractor. In order to streamline the construction process, staff is proposing to purchase the traffic signal poles in advance and have the poles delivered and readily available for the contractor to install after City Council has awarded the construction contract to a contractor and the contractor has completed the intersection improvements/infrastructure for the new traffic signal. In addition, by purchasing the poles directly and not incurring the administration/processing fee usually passed along by the contractor to the City, the City may experience an overall cost savings for the project as the contractor cannot "mark" up the cost of the poles.
The proposed traffic signal equipment will be used to complete Phase 2 of the Oak Glen Road/Live Oak Canyon Road Widening Project, Colorado Street to Outer Hwy-10 South. Phase 2 of this project includes the signalization and intersection improvements at Live Oak Canyon Road and Outer Hwy-10 South which is located southwest of the I-10 Freeway. This project is included in the approved FY2021/2022 Capital Improvement Program.

City Council Meeting of May 23, 2022
Purchase of Traffic Signal Poles for the Oak Glen Road/Live Oak Canyon Road Widening Project, Colorado Street to Outer Hwy-10 South
Staff requested proposals/quotes from three (3) local traffic signal equipment vendors with a due date of May 18, 2022, and received a response from two vendors as follows:
Vendor
Lead-time
Proposal Amount
McCain
110 Days
$88,658.23
De Sol Resources
140 Days
$73,495.09
Given the importance of completing this project prior to the peak season for the pumpkin patch (late September through November), staff believes it is in the best interest of the City to purchase the traffic signal poles and associated equipment from McCain despite the higher cost due to the 30 day shorter lead-time for delivery and their demonstrated reliability on previous traffic signal projects completed by the City.
FISCAL IMPACT:
The FY2021/2022 CIP includes an allocation of $773,000 in Traffic Facility Funds (TFF) for the project.
The following table includes the total estimated costs to date for the project:
Description
Amount
Design/Environmental Review/Staff Time
$134,570
Phase 1 Construction
Contract
$35,700
Contract Contingency
5,000
Contract Administration/Staff Time/Inspection/ Testing/SurveyTesting/Survey 4,800
Total Phase 1 Construction Costs
$45,500
Total Estimated Costs to Date
$180,070
With the total available funding in the amount of $773,000 and the total expenses to date in the amount of $180,070 there is a remaining balance in the amount of $592,930 for the project. As a result, there is sufficient funding available to accommodate staff s recommendation.
