Agenda Item No. 3

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Raymond A. Casey, City Manager / Treasurer
61 Andrew Hamilton, Director of Finance
FOR: Joint City Council/Successor Agency to the Yucaipa Redevelopment Agency/Yucaipa Housing Authority Special Meeting of June 1, 2022 SUBJECT: 2022/2023 Draft Budget Summary
RECOMMENDATION:

That City Council:

1. Confirm and approve the use of ARPA funding for General Government Services as lost revenues due to the impacts of the COVID-19 Pandemic, including for the following:
• Police and Fire and other ARPA eligible General Government Services expenditures to properly fund annual budgets from lost revenues - FY 2021/2022 (FY 22) and FY 23; and
• Wilson III Basin Project previously approved by the City Council - FY 22; and • Rehiring previously cut frozen positions previously approved by the City Council - FY 22; and
• Essential worker stipend - FY 22; and

2. Review the 2022/2023 (FY 23) Draft Budget Summary, and provide direction to staff, as appropriate; and
That the Successor Agency to the Yucaipa Redevelopment Agency:

1. Review the 2022/2023 Draft Budget Summary, and provide direction to staff, as appropriate; and
That the Yucaipa Housing Authority:

1. Review the 2022/2023 Draft Budget Summary, and provide direction to staff, as appropriate.

DISCUSSION:

Staff is pleased to present the 2022/2023 (FY 23) Draft Budget Summary for Council/Agency/Authority consideration, review and amendment, as appropriate. This document -14-

Fiscal Year 2022/2023 Annual Draft Budget (General Fund) and Other Related Actions Meeting of June 1, 2022

Page 2 ends

is a draft and there are several areas/issues that may, based upon Council/Agency/Authority direction, require amendment to the final proposed budget document. It is staff s intention to return to the Council/Agency/Authority with a final proposed budget for adoption at the meeting of June 27, 2022. If necessary, staff is prepared to have additional Council/Agency/Authority meetings concerning the budget, if Council/Agency/Authority so desires.

When the budget returns to the Council/Agency for adoption, it will include the Capital Improvement Program (CIP) and the Pavement Management Program (PMP) as part of the final document.

The FY 23 Proposed General Fund Budget, including fire protection related activities, estimates total revenues and transfers -in in the amount of $36,358,414 which includes $2,049,824 in funding made available from the American Rescue Plan Act of 2021 (ARPA) as well as expenditures and transfers -out in the amount of $36,358,414.

Included in these draft budget figures is the require transfer from the General Fund fire protection committed fund balance for the Paramedic Fund deficit for approximately $853,310 to support operations.

This draft budget is a balanced budget with the $2.0 million in ARPA revenue for General Government Services before additional funding sources. The Proposed Budget, however, could include an additional funding source:
• $853,310 (or portion) of Paramedic services revenue from medical insurance billing revenue from the implementation of User Fees pertaining to provided Paramedic services.

This would reduce or negate the required $853,310 transfer from the Paramedic Fund to the General Fund discussed above.

With this potential funding source to offset the net costs of paramedic services, and excluding approximately $530K of one-time Munis implementation costs and excluding recent contract revisions to the Sheriff s contract, the FY 2022/2023 budget is basically balanced without ARPA funding.

For the first time, the Draft Budget includes a $1,000,000 decrease in expenditures related to how the City has historically budgeted Salaries and Benefits. In the past, Salaries have been simply and conservatively budgeted at the highest compensation level ("Top Step") for each job classification.

In reality, each year employees actually receive various levels of compensation ("steps") within the job level, potentially eventually earning their way to "Top Step" based on merit and tenure over numerous years.

Therefore, the cost of actual Salaries for every year are incurred at amounts less than the budgeted "Top Step" for the reasons discussed above. Finance Staff performed an analysis of prior years' budget vs. actual amounts and feel the proposed $1,000,000 reduction in budgeted Salaries is appropriate for the Draft FY 23 Budget. Accordingly, this budget line does not impact actual or future Salaries levels in any way as compensation is negotiated in the City's Memorandum of Understanding with respective city bargaining groups.

American Rescue Plan Act (ARPA) Update
The City of Yucaipa has been awarded approximately $8 million in ARPA funding, half of which was received in June 2021 and the other half is expected to be received within the next couple months. However, the FY 22 budget already includes $2,178,220 allocated for lost revenues, $703,163 allocated to full positions either cut or frozen during the height of the COVID-19 Pandemic, and $995,000 allocated for the Wilson III Basin Project. Final Guidelines clarified and Treasury Staff recommended that cities with less than $10,000,000 in ARPA funding simply opt for the "Standard Allowance" which the City can utilize as City expenditures qualifying as govenu-nent services. Therefore, staff is now recommending that all ARPA funding be attributed to lost revenues and the following budget revisions/allocations be approved:

Total ARPA Funding $ 8,017,860

FY 22 Government Services,
including Police, Fire, and other $ 2,178,220

Capital Improvement Program
The Draft FY 23 CIP was considered and approved by City Council on May 23, 2022. The Planning Commission will also consider the CIP and make a recommendation to the City Council in June. The adopted Final CIP will be incorporated into the full budget recommended for adoption at the June 27 City Council meeting.

Essential Worker Stipend
A local emergency was adopted by the Yucaipa City Council between March 18, 2020, and March 14, 2022. As neighboring cities approved premium compensation for essential workers, it is recommended that the City Council approve a prorated $100/week for each currently active essential employee that worked during the declared local emergency in FY 22. The approximate fiscal impact is $440,200 within FY 22 from AR -PA Funding as detailed above.
