DISCUSSION:
At the City Council meeting of March 28, 2022, the City Council approved a Professional Services Agreement with P1aceWorks, of Santa Ana, CA, in the total amount of $457,534, and with Dudek in the amount of $391,519 in order to provide the necessary professional services in the preparation of a General Plan Subsequent Enviromnental Impact Report to provide the necessary environmental review for the Yucaipa Valley Wine Country Specific Plan that is currently being prepared based on Council direction.
As part of the Council action, the fonnal execution of the contracts was made contingent upon the execution of a Fair Share/Reimburseinent Agreement between the City and the individual property owner(s/developer(s) of the properties within the Yucaipa Valley Wine Country Specific Plan area to ensure that they pay for their fair share of the cost of these professional services. Staff has been working with the owner of the Casa Blanca property, one of the property owners in the Specific Plan area, regarding the execution of the Fair Share/Reirnbursement Agreement [Memorandum of Understanding (MOU)] and requests Council approval and/or direction as appropriate. Attached are the preliminary deal points associated with that MOU for City Council consideration that address the future development that is conternplated, which will be consistent with the provisions of the Yucaipa Valley Wine Country Specific Plan, including the initiation of vineyard development. Although preliminary requirements for certain improvements are identified in the MOU, the final conditions of approval can only be determined once the environmental review process is completed for the specific plan and the required Mitigation Measures for projects within the Specific Plan have been identified.
