CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Landon Kern, Assistant City Engineer Vi F..-. V_`-
Todd Gutjahr, Public Works Analyse
FOR: City Council Meeting of June 27, 2022
SUBJECT: Award of Contract — 2nd Street & 3rd Street at Avenue E Roundabouts Electrical/Lighting & Hardscape — Project No. 11165
RECOMMENDATION:
That City Council:
1. Award and authorize the Mayor to execute a contract in the amount of $208,948 with Three Peaks Corporation of Calimesa, California for the 2nd Street & 3rd Street at Avenue E Roundabouts Electrical/Lighting & Hardscape — Project No. 11165; and
2. Authorize a contract contingency in the amount of $21,000 and the amount of $11,000 for contract administration, materials testing, inspection, and permitting for a total construction budget of $240,948 for the project; and
3. Authorize the City Manager, or his designee, to administer the terms of the contract; and
4. Approve the Plans and Specifications prepared for this project.
BACKGROUND:
The Avenue E Intersections, Street and Sidewalk Improvements Project, Bryant Street to 5th Street (Project), is being constructed in phases. Phase I of the Project is the Avenue E Sidewalk, Street Improvements and Roundabouts at 2nd Street and 3rd Street Project - Project No. 10788 (Phase I Project) and included the construction of concrete curb and gutter, concrete driveway approaches, sidewalk, ADA curb ramps, asphalt pavement, private property improvements as required in order to mitigate and transition to the public improvements, grading, conduit for future enhanced intersection lighting and drainage and storm drain improvements along Avenue E between 2nd Street and 3rd Street. The Phase I Project also replaced multi -way stop intersections at 2nd Street and 3rd Street with single -lane roundabouts. The Phase I Proj ect is consistent with the City's General Plan Transportation element.
The use of roundabouts, in lieu of signalized intersections, provides adequate capacity for Avenue E to remain as a 2-lane street between Bryant Street and just east of 4th Street, thus significantly reducing costs (a combination of right of way acquisition and construction costs savings in the approximate -30-

amount of $2.3 million). In addition, with Avenue E remaining a 2-lane street within this segment, it will result in fewer impacts to private properties. It is important to note that the General Plan Update adopted by City Council in 2016 recognizes the benefits of roundabout intersections and includes roundabouts as a suitable alternative to signalized intersections along several arterial street sections, including portions of Avenue E.
At the October 14, 2019, City Council Meeting, Council awarded a contract in the amount of $2,459,783.30 to Christensen Brothers General Engineering, Inc. for the Phase I Project. Council also approved the amount of $260,000.00 for construction contract contingency and the amount of $320,000.00 for construction contract administration, survey, testing, and inspection for a total construction budget in the amount of $3,039,783.30. The construction of the Phase I Project has been completed.
DISCUSSION:
On September 14, 2020, City Council conducted a study session to review and consider the proposed landscaping for the roundabouts at the intersections of Avenue E with 2nd Street and 3rd Street. Based on input provided by Council during the study session, staff worked with the City's contract landscape architect to develop the plans and specifications for the landscape features within the roundabouts and light poles similar to those located in Historic Uptown Yucaipa. The landscaping incorporates hardscape features such as crushed stone, boulders, and rock of varying size/color in the center median areas of the roundabouts as well as in the pedestrian islands at each leg of the intersections. The landscape components also include lighting at both the 2nd Street and Yd Street roundabout intersections For the installation of the electrical/lighting and hardscape, in June 2022, staff prepared the construction bid documents for the 2nd Street & 3rd Street at Avenue E Roundabouts Electrical/Lighting & Hardscape — Project No. 11165 (Phase II Project), and the Phase II Project was publicly advertised for construction bids. On June 7, 2022, one (1) sealed bid was received from contractors. The bid is as follows:
Bidder Bid Amount
Three Peaks Corporation of Calimesa, CA $208,948
Engineer's Estimate $200,000
The Engineer's Estimate for the Phase II Project is in the amount of $200,000. Three Peaks Corporation of Calimesa, CA (Three Peaks), is the apparent low bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications. Three Peaks has completed several similar projects for the City and other public agencies in the past. Their work has been deemed satisfactory. As a result, staff recommends that City Council award the contract for the Phase II Project to Three Peaks in the amount of $208,948.
FISCAL IMPACT:
The table below includes the approved budget and actual construction costs for the Phase II Project:
