RECOMMENDATION:
That City Council award and authorize the Mayor to execute the Third Extension and Amendment to the contract between Animal Pest Management, Inc. and the City of Yucaipa and authorize the City Manager or his designee to administer the terms of the contract with Animal Pest Management Services, Inc. in the not -to -exceed amount of $55,712.77 for the Gopher and Rodent Control Program — Project No. 11104 for Fiscal Year 2022/2023.
BACKGROUND/DISCUSSION:
On July 29, 2019, City Council approved a contract with Animal Pest Management Services, Inc. (APM) in the amount of $48,888 for the Gopher and Rodent Control Program (Program). The Program was designed and implemented to reduce and curb the infestation of gophers and rodents in City parks and other public facilities. The infestation of gophers and rodents can cause damage to irrigation lines, turf, plants/groundcover, and makes areas unsuitable for sports and other recreation activities. The contract is for two (2) years with three (3) 1-year extensions each year if mutually agreed upon by the City and APM.
On November 9, 2020, City Council awarded the first contract extension for the Program to APM.
On June 28, 2021, City Council awarded a second contract extension for the Program to APM in the amount of $50,647.97. Per the Program specifications, years 3 - 5 would be extended if mutually agreed by the City and Contractor at the end of each year with an adjustment being allowed equal to the change in the Consumer Price Index for the Riverside -San Bernardino -Ontario, CA Area for all Urban Areas (CPI) for the years 3, 4 and 5. APM agreed to an extension of the contract and agreed to maintain their contract unit prices, including an increase equal to the change in the CPI for March of 2021. The change in the CPI for March 2021 represented an increase of 3.6%.
In accordance with the contract agreement, staff has contacted APM regarding extending the contract for FY2022/2023. APM has agreed to an extension of the contract and has agreed to maintain their contract unit prices, including an increase equal to the change in the CPI for March of 2022, as defined by the language in the original contract. The change in the CPI for March 2022 K2

Third Extension and Contract Amendment with Animal Pest Management, Inc. for the Gopher and Rodent Control Program
is an increase of 10%. APM has provided the City with satisfactory service throughout the tenn of the contract.
Staff is recommending that City Council approve an extension to the contract with Animal Pest Management Services, Inc. for FY2022/2023 in the amount of $55,712.77.
FISCAL IMPACT:
The Draft FY2022/2023 Budget includes an allocation in the amount of $805,464 for the maintenance of the City's Landscape and Lighting Maintenance District (LLMD). The expenses for each LLMD zone are funded from annual assessments collected from individual property owners through the property tax collection process. The Draft FY2022/2023 Budget also includes a funding allocation in the amount of $48,874.88 for gopher/rodent control services at City parks, facilities, medians, and detention basin areas. The cost of the Program is included in both the LLMD and City's parks, facilities, medians, and detention basins budgets. As a result, there is sufficient funding available in the Draft FY2022/2023 Budget to accommodate staff s recommendation.
