Agenda Item No. 20

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Megan Wolfe, Director of Community Services w
Sarah Martinez, Community Services Supervisor M*1
FOR: City Council Meeting on June 27, 2022
SUBJECT: Measure I Award — Omnitrans FY23 and FY24 Continued Project Funding RECOMMENDATION:

That City Council:

1. Approve and authorize the City Manager to execute and administer the terms of a funding agreement with Omnitrans in the amount of $360,246 for Measure I funds; and

2. Authorize an increase in the Fiscal Year 2022/2023 Senior Services expense budget in the not - to -exceed amount of $236,198.

BACKGROUND
In July 2019, the City applied to receive funds from the Omnitrans Measure I Specialized Transportation Call for Projects. The Measure I Specialized Transportation Program funds projects that will improve mobility and/or coordination of transportation services and address the unmet/underserved transportation needs of seniors and/or persons with disabilities in the San Bernardino Valley.

The City requested funds to purchase a high passenger vehicle to provide transportation opportunities to the community's senior population. Proposed use of the vehicle included transportation of seniors to and from the Scherer Community Center for various activities, including the lunch program, classes, and seminars, as well as transportation to other City facilities and key locations throughout the City such as the library, post office, and shopping centers.

On February 24, 2020, City Council approved and authorized the Mayor to execute an agreement with Omnitrans to purchase a high passenger vehicle in an amount not -to -exceed $52,500 and authorized the City Manager or his designee to administer the terms of the agreement. This reimbursement grant allocated funds for the City to purchase a vehicle allowing the Community Services Department to offer a Senior Transportation Program (STP) to the community. However, funds were not included for staff to operate the program; therefore, staff did not move forward with purchasing a vehicle during the 2020 calendar year.

In July 2020, after working with Omnitrans staff, the City applied for funds from the Omnitrans 2020 Measure I Specialized Transportation Call for Projects. The City requested operating funds to cover -383-

the cost of staffing for the STP. In addition, the City requested capital funds to lease three (3) green, high passenger vehicles/mini-buses, and charging stations available through Omnitrans partner community collaborative Green Commuter. The proposed use of the three (3) leased vehicles/minibuses would increase the number of seniors that could benefit from the STP.

The City was awarded the 2020 Measure I Specialized Transportation call for projects, and on May 10, 2021, City Council approved and authorized the City Manager to execute and administer the terms of a funding agreement with Omnitrans in the amount of $327,057; and authorized the City Manager or his designee to execute an agreement with Green Commuter, Inc. to rent three (3) green high passenger vehicles/minibuses; and authorize the City Manager or his designee to execute an agreement with EV Charging Solutions Inc. for the purchase and installation of three (3) DCFC Stations at one City location.

Staff worked with representatives from Green Commuter and were unable to come to an agreement due to Green Commuter stating that City facility parking lots would not meet current ADA requirements when installing DCFC charging stations and would require the City to incur additional costs to both install and utilize charging stations. Therefore, the grant funds ($327,057) were defunded and the STP was delayed. It is important to note that all cities that applied for 2020 Omnitrans grant funds, through collaboration with Green Commuter, were unable to execute agreements due to the change in details by Green Commuter post awarding of funds from Omnitrans.

DISCUSSION:

To address the delay in the STP, Omnitrans worked with City staff to apply for the Measure I Grant for Fiscal Years 2023 and 2024. On June 7, 2022, the City was selected as a recipient of the Omnitrans Measure I Specialized Transportation Continued Project Funding (attached), awarding the City with two (2) years of funding in the amount of-
FY 2023
Year 1 Operating)
$128,198
FY 2023
Year 1 Capital)
$108,000
FY 2024
Year 2 Operating)
$124,048
This reimbursement grant authorizes one year of capital funds to purchase two (2) high passenger vehicles/minibuses (Dodge Voyager and a Ford Transit), and two (2) years of operating funds, which will cover the day-to-day costs of providing a STP to the City.

FISCAL IMPACT:

The City was selected as a recipient of the Omnitrans Measure I Specialized Transportation Continued Project Funding, awarding the City with a capital budget of $108,000 and an operating budget of $252,246. This reimbursement grant would allow the Community Services Department to offer a STP to the community.

EXHIBIT A
Project Narrative
The Yucaipa Transportation Program will be a new specialized service offered to Yucaipa senior citizen residents and disabled residents. This Program will increase the quality of life for seniors and disabled residents by growing mobility choices, both disabled and abled, by providing the opportunity for basic medical and living needs to be met — with trips to medical clinics, grocery stores, banks, the post office, shopping centers, fitness facilities, senior and community centers, public library, etc., as well as entertainment venues, museums, and parks.

The Program will have the opportunity to operate independently of the Omnitrans fixed routes, thus providing further travel opportunities than currently offered, while still providing improved health care transportation access in a safe and comfortable mobility environment Omnitrans strives to provide.
