A Special meeting of the Housing Authority of the City of Yucaipa, California was called to order in the Council Chambers, 34272 Yucaipa Boulevard, Yucaipa, California, on June 1, 2022.
PRESENT: Bobby Duncan, Chairperson

ADJOURN SUCCESSOR AGENCY AND CONVENE HOUSING AUTHORITY
Successor Agency adjourned. Chairperson Duncan opened the Housing Authority.
HA 1. SUBJECT: APPROVE HOUSING AUTHORITY MINUTES OF DECEMBER 13, 2021 RECOMMENDATION: That the Housing Authority approve Housing Authority Minutes of December 13, 2021.
ACTION: MOTION BY COMMISSIONER THORP, SECOND BY
COMMISSIONER BOGH, CARRIED 5-0, TO APPROVE HOUSING
AUTHORITY MEETING MINUTES OF DECEMBER 13, 2021.
CONVENE JOINT CITY COUNCIL. SUCCESSOR AGENCY, AND HOUSING
AUTHORITY
City Council and the Successor Agency reconvened.
3. SUBJECT: 2022/2023 DRAFT BUDGET SUMMARY
RECOMMENDATION: That City Council:
1. Confirm and approve the use of ARPA funding for General Government Services as lost revenues due to the impacts of the COVID-19 Pandemic, including for the following:
• Police and Fire and other ARPA eligible General Government Services expenditures to properly fund annual budgets from lost revenues - FY 2021/2022 (FY 22) and FY 23; and
• Wilson III Basin Project previously approved by the City Council - FY 22; and Housing Authority Minutes Page 1 of 3

• Rehiring previously cut frozen positions previously approved by the City Council - FY 22; and
• Essential worker stipend - FY 22; and
2. Review the 2022/2023 (FY 23) Draft Budget Summary, and provide direction to staff, as appropriate; and
That the Successor Agency to the Yucaipa Redevelopment Agency:
1. Review the 2022/2023 Draft Budget Summary, and provide direction to staff, as appropriate; and
That the Yucaipa Housing Authority:
1. Review the 2022/2023 Draft Budget Sunnnary, and provide direction to staff, as appropriate.
DISCUSSION: Director of Finance Hamilton and City Manager Casey presented the Agenda Report.
After Council discussion, the following Motions were made:
ACTION: MOTION BY COUNCILMEMBER BOGH, SECOND BY MAYOR PRO TEAT BEAVER, CARRIED, 3-2 (MAYOR AVILA AND COUNCILMEMBER
DUNCAN VOTED NO), TO REMOVE CITY COUNCIL STAFF
RECOMMENDATION ITEM NO. 1 (BULLET NO. 4 CONCERNING THE
ESSENTIAL WORKER STIPEND - FY 22) AND TO BRING THE ITEM BACK TO COUNCIL AT A FUTURE REGULAR CITY COUNCIL MEETING.
ACTION: MOTION BY MAYOR PRO TEM BEAVER, SECOND BY
COUNCILMEMBER BOGH, CARRIED, 5-0, TO APPROVE CITY COUNCIL STAFF RECOMMENDATION ITEM NO. 1 (BULLET NOS. 1, 2, AND 3) AND ITEM NO.2 AND TO DIRECT STAFF TO BRING BACK THE CANYON LAKE
MODEL AND OTHER OPTIONS PERTAINING TO PARAMEDIC SERVICES FOR COUNCIL CONSIDERATION.
THERE WAS NO FURTHER DIRECTION FROM THE SUCCESSOR AGENCY TO THE YUCAIPA REDEVELOPMENT AGENCY.
THERE WAS NO FURTHER DIRECTION FROM THE YUCAIPA HOUSING AUTHORITY.
