Agenda Item No. 6
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Grant Malinowski, Fire Chief
FOR: (City Council Meeting of July 11, 2022
rb
SUBJECT: Award of Contract - Purchase of 2022 Ford F-250 Super Duty Work Truck (Battalion Chief Vehicle)
RECOMMENDATION:
That City Council award and authorize the City Manager to execute a purchase contract with Watsonville Ford to acquire one (1) 2022 Ford F-250 Super Duty 4WD XL Truck for use by the Fire Department as an emergency response Battalion Chief Vehicle, not to exceed the amount of $56,520.48, and find that it is with the City's best interest to waive the formal bid procedures, per Yucaipa Municipal Code Section 2.24.060, for the procurement of the vehicle.
BACKGROUND/ DISCUSSION:
The Fire Chief also functions as one of the City's Battalion Chiefs and requires an emergency response vehicle. The Fire Chief is currently utilizing a "loaner" from the State of California (CAL FIRE) for the City Funded Battalion Chief position and CAL FIRE has requested the loaner back immediately for use by a State funded Chief Officer. On January 241h, 2022 the City Council approved $115,000 in Fire Funds to be allocated to the Capital Improvement Program to purchase a Battalion Chief Vehicle and accompanying equipment. This agenda item is for the actual vehicle purchase.
The selected vehicle meets the minimum specification for an all-risk Battalion Chief response vehicle and mobile command vehicle. Due to supply and vehicle shortages this is the only fleet truck meeting specifications able to be purchased currently in the U.S. with the next possible vehicle availability estimated in the fall to winter of 2023 if not purchased. This purchase will include a camper shell along with other options needed to convert it from a work model pickup truck to a Battalion Chief Vehicle.
Staff recommends that the City Council authorize the purchase of one (1) new vehicle, which will be the initial Battalion Chief Vehicle purchase since the City began funding the Battalion Chief/Fire Chief position on July 1, 2021. Staff requested quotes for the proposed vehicle from several vendors and due to the lack of available vehicles nationwide, only one quote was available and provided. Staff believes that it is with the City's best interest to waive the formal bid procedures, per Yucaipa Municipal Code Section 2.24.060, for the procurement of the vehicle. -149-

To, City of Yucaipa
This memo is being written in regard to the purchase of a vehicle for the BC position in the City of Yucaipa.
I have reviewed the specification sheet for the proposed vehicle. The purchase would meet the required specifications for a BC/Command vehicle and in my professional opinion is fair, competitive and well below current market price for this type of vehicle. With that in mind, we must also consider the fact that the current BC vehicle (3513A) is currently on loan to the City and prevents me from assigning it to any other Cal Fire position. With the current market and availability of Fleet trucks, I feel this would be an ideal purchase.
This purchase needs to take place as soon as possible so we do not miss the opportunity to gain a vehicle that meets all of the required specifications and time constraints.
If you have any further concerns or questions, please feel free to contact me.
