Agenda Item No. 15
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development/City Engineer Landon Kern, Assistant City Engineer rP V-L L4-
Katrina Kunkel, Associate Engineer
FOR: City Council Meeting of July 11, 2022
SUBJECT: Neighborhood Traffic Calming Program Recommendations — Phase 13 RECOMMENDATION:
That City Council review and approve the Neighborhood Traffic Calming Program recommendations for Phase 13, as presented by staff.
BACKGROUND/DISCUSSION:
During the process of adopting the FY2007/2008 Budget, Council approved a Service Level Option to prepare and administer a Neighborhood Traffic Calming Program (Program) for the community. The intent of the Program is to create an objective and consistent process to address traffic consensus on lower traffic volume residential streets such as speeding, parking and other safety -related issues. It is important to note that the Program is not used to address concerns on streets that abut commercial or industrial land uses nor on arterial streets unless the arterial streets are primarily residential. As part of the process, the Program includes a Local Agency Stop Sign Warrant Policy for addressing requests for stop signs at intersections of residential streets where the Manual on Uniform Traffic Control Devices (MUTCD) may not normally warrant stop signs based on the State's requirements. The Program also includes a Local Speed Hump Warrant Policy that provides objective criteria to be used along with good engineering judgment to determine if a speed hump(s) is a viable option to reducing speeds on residential streets.
The Program has been structured to include an on -going assessment of all citizen -generated concerns that have been determined to be of significance by staff. Using the process established by the Program, staff assesses the various traffic concerns that are reported within the City.
Depending on the number of concerns received, staff makes recommendations to Council at least once a year for implementing mitigation measures to address concerns determined to be of significance using the Program guidelines. On January 13, 2020, Council approved fifteen (15) recommendations under Phase 12 of the Program. The implementation of all 15 recommendations has been completed. Since the implementation of these measures, the Program was put on hold due to the unusual and non-standard traffic patterns and vehicle and pedestrian volumes on residential streets as a result of the COVID-19 pandemic. Staff continued to receive and log traffic related concerns from the public during this time.

Neighborhood Traffic Calming Program — Phase 13
For Phase 13 of the Program, covering the period from November 26, 2019 to May 12, 2022, staff received and logged eighty-one (81) traffic related concerns from residents. The concerns were reviewed by staff to determine if a significant problem exists. If staff was unable to confirm that a significant problem exists, the initiator of the concern was notified and/or the concern was addressed by the Public Works Division's on -going operations and maintenance process. If a significant problem was observed, a field assessment was conducted by staff. The following table includes the fifteen (15) field assessments which resulted in a recommendation to Council for Phase 13 of the Program.

There were two locations (141h Street/Kentucky Avenue and Outer Hwy 10/Alta Vista Drive) in which the local warrant for a stop signs were met, however the traffic volume or average daily traffic (ADT) measured/counted on the streets exceeded the limits allowable through the adopted Local Stop Warrant policy and therefore the installation of a stop sign is not appropriate pursuant to the Program. Staff will work with the City's consultant traffic engineer to determine if a full Stop Warrant Analysis per the California Manual on Traffic Control Devices (CAMUTCD) is recommended, based on the data already collected as part of this phase. -420-
City Council Meeting of July 11, 2022
Neighborhood Traffic Calming Program — Phase 13
As part of the Program, the speed related concerns have been shared with the Police Department at the monthly traffic safety meetings and will continue to be shared with them to keep them informed of the speed concerns being received by staff. Due to multiple speeding concerns received at various locations, staff will continue to work with the Police Department to perform enhanced enforcement on a more frequent basis in the reported areas, which may include receiving feedback from the Police Department to track the enhanced speed enforcement measures.
As part of Phase 2 of the NTCP, staff purchased several portable speed feedback signs, which were placed along many street segments and rotated throughout the City to address speeding concerns as they were reported. The portable speed feedback signs were very effective in enforcing the speed limit and since they were portable, they were able to be used on street segments where speeding concerns were reported by the public. These signs, originally purchased in 2012, are out of date and no longer function properly. To continue the enforcement of speed limits, staff is recommending the purchase of four (4) new battery -powered, portable speed feedback signs to be used throughout the City as speeding concerns are received.
As part of previous phases of the Program, Council has approved the installation of temporary speed humps along Douglas Street between Avenue D and Avenue E and, along 18th Street between Tennessee Street and Yucaipa Boulevard. As part of Phase 13 of the Program, staff is recommending Council approve the installation of permanent speed humps at both locations. Staff has received positive feedback from residents at both locations in favor of the permanent speed humps. For the Douglas Street location, several residents have recommended the northmost speed hump be relocated slightly south to reduce impacts to the residential properties. Staff has reviewed the request and determined the speed hump can be relocated slightly south and remain consistent with the City's Speed Hump Warrant policy. If approved, the permanent speed hump will be installed slightly south of the existing temporary speed hump.
FISCAL IMPACT:
The FY2022/2023 Capital Improvement Program's Pavement Management Program (PMP) Budget includes funding in the amount of $100,000 for Phase 13 of the Program. This includes the amount of $60,000 from the previous fiscal years that has been carried over to FY2022/2023.
The estimated cost to implement the recommended measures for Phase 13 is in the amount of approximately $57,000. If approved, staff is proposing to use the estimated remaining balance in the amount of $43,000 to cover the costs associated with the administration of the implementation and installation of the recommended measures and the administration of the next phase of the Program. Any funds remaining will be carried over to the FY2023/2024 Program in the proposed 2023/2024 CIP PMP Budget.
