Agenda Item No. 17

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Megan Wolfe, Director of Community Services MVV
FOR: City Council Meeting of July 11, 2022
SUBJECT: 2022 Rodeo Wrap -Up
RECOMMENDATION:

That City Council:

1. Receive and file the 2021 Rodeo Wrap -Up Report; and

2. Accept $90,000 of the net proceeds from the 2022 Rodeo as a funding source for the Dottie Potter Arena Cover lighting to reimburse the City for prior expenditures.

BACKGROUND:

On March 12, 2018, City Council approved a Facility Use Agreement (Agreement) between the City of Yucaipa and the Yucaipa Equestrian Arena Committee (YEAC) for the Yucaipa Equestrian Center (Facility). The Agreement included YEAC's responsibility of $100,000 to be paid to the City to offset the construction cost for the Dottie Potter Arena Cover (DPAC), which totaled $1,087,000.

In 2018, and 2019, YEAC held a rodeo at the Facility. The following proceeds were given to the City pursuant to the Agreement.

YEAC Contribution toward Dottie Potter Arena Cover
Payment Made to City Balance
Commitment per Agreement $100,000
2018 Rodeo Proceeds $ 30,000 70,000
2019 Rodeo Proceeds 45,000 25,000
Total: $ 75,000 $25,000
On October 28, 2019, City Council amended the 2019-2020 Capital Improvement Program by allocating $175,000 for the acquisition and installation of DPAC lighting. To help offset the costs associated with the DPAC lighting, City Council approved an amendment to the Agreement, recognizing that all net proceeds (less startup costs for the rodeo) from the 2020 and 2021 rodeo events, held at the Facility, were to be reimbursed to the City. The 2020 rodeo was cancelled due to COVID-19 and the Agreement was amended to address the 2020 cancellation and recognize that all net proceeds (less startup costs for ensuring the rodeo) from 2021 and 2022 rodeo events, were to be reimbursed to the City to contribute towards the cost of the DPAC lighting. On November 22, 2021, City Council received and filed the Rodeo wrap-up report, and accepted $40,000 for the 2021 Rodeo. -437-

DISCUSSION:

On November 3, 2021, City staff met members of YEAC to discuss the details of the 2022 Yucaipa Rodeo (Event). This two-day Event was held on Friday, April 1, 2022, from 4:00 p.m. to 10:00 p.m., and Saturday, April 2, 2022, from 2:00 p.m. to 10:00 p.m., at the Facility. The Event had a total attendance of 7,520 and the following chart identifies what counties people traveled from to attend the Event:

Count
County
5599
San Bernardino County
1624
Riverside County
69 Orange County
108
Los Angelas County
33 San Diego County
87 Out of State
The Event included a rodeo operated by Alex Hauser, a Beer Garden operated by the Lions Club, Food and Merchandise Vendors operated by YEAC and a Rodeo Queen Pageant.

To accommodate the large number of attendees, parking was offered in the City -owned vacant lot across the street from the Facility and off site at Active Church. The City partnered with Omnitrans to offer a free shuttle for event goers to get to and from the Facility to Active Church.

As part of the City's sponsorship, staff assisted with the marketing and promotion of the Event. In addition, the City provided tables and chairs, easy -ups, generators, electrical spider boxes, portable lights, signage, trash assistance, and City, Police and Fire personnel.

The 2022 Rodeo generated a net profit in the amount of $115,939. YEAC would like to honor their Agreement with the City and provide a check in the amount of $90,000, and use the remaining balance to hold the 2023 Rodeo.

FISCAL IMPACT:

The Fiscal Year 2021/2022 Adopted Budget, included the amount of $36,000 for the cost of the 2022 rodeo production, with the expectation that the full $36,000 would be repaid by the YEAC. However, the cost of rodeo production was $57,695, of which YEAC repaid the City the total amount of $57,695.

The $90,000 of net proceeds from the 2022 Rodeo will be paid to the City to offset the costs for the purchase and installation of the DPAC lighting. This will conclude YEAC's contribution toward DPAC lighting per the Agreement. The remaining $25,000 reimbursement for YEAC's contribution toward the DPAC and the $5,000 annual payment will resume in 2023. If YEAC and the City agree on additional improvements to the Facility, a new Agreement will need to be executed.
