Agenda Item No. 3

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Fr, Landon Kern, Assistant City Engineer t 1,
Katrina Kunkel, Associate Engineer *)V
FOR: City Council Meeting of August 22, 2022
SUBJECT: Acceptance of Contract Work — Oak Glen Road Bicycle and Pedestrian Facility Improvements — Project No. 11125
RECOMMENDATION:

That City Council:
1) Accept the contract work completed by IE General Engineering Inc. of Beaumont, CA for the Oak Glen Road Bicycle and Pedestrian Improvements Projects; and 2) Approve the final payment for the project; and
3) Authorize the recordation of the Notice of Completion.

BACKGROUND/DISCUSSION:

On February 9, 2015, City Council approved Resolution No. 2015-11 adopting an update to the Parks and Recreation Master Plan Inventory and Recreation Facility Demand and Needs Analysis.

This analysis indicated that the park projects prioritized in the Capital Improvement Program (CIP) at that time, such as the Oak Glen Road Neighborhood Park, would fill specific service gaps in neighborhoods where recreation facilities were currently absent.

On April 13, 2015, City Council approved the concept plan for the development of the proposed Oak Glen Road Neighborhood Park and Soccer Complex Improvements Project. The approved concept plans included grading in the west portion of the Soccer Complex to improve access, improve parking and to support the construction of a restroom building that is part of the overall Oak Glen Road Neighborhood Park and Soccer Complex Improvements Project.

In December of 2015, City Council awarded a contract to complete the grading of parking areas, access road and restroom building pad. The grading component of the work was completed October 24, 2016. In August, 2016, City Council awarded a contract to complete the road construction and asphalt paving component of that project. The road construction and asphalt paving work along the existing dirt access road was completed on November 14, 2016. In December, 2016, City Council awarded a contract to complete the construction of a restroom facility. Construction of the restroom facility was completed on July 10, 2017.

In 2017, the City applied for and was awarded a Transportation Development Act (TDA), Article 3 Bicycle and Pedestrian Facilities Program Grant for the Oak Glen Road Bicycle and Pedestrian Facility in the amount of $89,728. The Oak Glen Road Bicycle and Pedestrian Improvement Project (Project) includes grading and paving of a portion of the existing parking area, placing all-weather surfacing on the remaining portion of the parking area, and construction of sidewalk and ramps for increased connectivity to trailheads and enhanced ADA accessibility. The grant also included funding for an information kiosk and signage, picnic tables and bicycle racks.

On December 13, 2021, City Council awarded and authorized the Mayor to execute a contract in the amount of $106,825 with IE General Engineering Inc. of Beaumont, CA, for the construction of the Oak Glen Road Bicycle and Pedestrian Improvements Project — Project No. 11125 and authorized a construction contract contingency amount of $12,000 for the Project and the amount of $17,000 for construction contract administration, inspection, testing and survey for a total construction budget in the amount of $135,285.

The construction of the Project has been completed. Field inspections performed by staff during the course of the work and upon completion of the work have assured that the work was completed according to the plans and specifications for this Project. As a result, staff recommends that City Council accept the contract work and direct staff to file the Notice of Completion for the Project.
