Agenda Item No. 7

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Trevor Benson, Emergency Services Coordinato 1 6
Grant Malinowski, Yucaipa Fire Chief /A-- 6 /* 1
FOR: City Council Meeting of August 22, 2022
SUBJECT: Yucaipa Fire Department Flag Retirement Box
RECOMMENDATION:

That City Council approve the placement of a custom Yucaipa Fire Department flag retirement box to be placed at the entrance to city hall, allowing United States flags be retired in an honorable fashion.

DISCUSSION:

The Yucaipa Fire Department is proposing a joint project to permanently affix a custom Yucaipa Fire Engine themed mailbox at the entrance to City Hall for the proper retirement of United States Flags owned by our community members.

The United States Flag Code title 4, section 8k states, "the flag when it is such condition that it is no longer a fitting emblem of display, should be destroyed in a dignified way, preferably by burning".

This would be a joint project between the Yucaipa Fire Department and the Yucaipa American Legion Post 426. The Yucaipa Fire Department will be responsible for the cleaning, maintenance and flag retrieval, and will deliver the worn flags to the Yucaipa American Legion Post 426 for a respectful retirement where they will be ceremonially burned in accordance with U.S. law.

The mailbox has already been purchased and donated by individual Yucaipa firefighters and is being painted fire -engine red with donation of labor and materials by Yucaipa Collision. The theme of the mailbox would be similar in color, marking and graphics to our fire engines, yet labeled "Flag Retirement Drop Box".

City Council Agenda Report
Yucaipa Fire Department Flag Retirement Box
For Meeting of August 22, 2022
This mailbox is another small way the City of Yucaipa can display our sense of pride in our nation and community, with a program providing dignity and honor to the retired flags of the United States of America.

If this recommendation is approved, it would be unveiled during a dedication ceremony on September I Ith, to commemorate in a small way the ultimate sacrifice hundreds of first responders made that day.

FISCAL IMPACT:

The purchase, construction and installation of this flag retirement box would be accomplished by donated funds, time and labor. The maintenance will be provided on a weekly basis by the Yucaipa Fire Department, who will maintain, wash and dust the box as needed. There will be no up -front or on -going fiscal impact to the City.

City of Yucaipa & Yucaipa Fire Department Flag Retirement Box Proposal City Manager Ray Casey,
I am proposing the City of Yucaipa endorse a Yucaipa Fire Engine themed mailbox dedicated to retirement of United States Flags. This would be a joint project with the Fire Department cleaning and providing maintenance of the mailbox along with flag retrieval and coordinating with the Yucaipa American Legion Post 426 who will provide the dedicated flag burning ceremonies (The United States Flag Code Title 4, Section 8k states- "The flag, when it is in such condition that it is no longer a fitting emblem of display, should be destroyed in a dignified way, preferably by burning.'). The mailbox has already been purchased and donated by the Yucaipa Firefighters, it is being painted fire engine red, donated by Yucaipa Collison and a small graphic would be added to thank the collaborators making this project possible. I believe this is another small way the City of Yucaipa can display our sense of pride in our nation and our community with a program providing dignity and honor to the retired flags of the United State of America. If project concept was to be approved, I would like to work towards an unveiling and brief dedication ceremony for September 11 th as we solemnly remember the tragic events that occurred twenty years ago and the ultimate sacrifice hundreds of first responders made that day. Thank you for your consideration, I have included concept photos from other communities who have conducted similar projects.

Sincerely,
Grant Malinowski Fire Chief
