Agenda Item No. 16

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Benjamin Matlock, Planning Manager/City Planner/'f..i'— Katrina Kunkel, Associate Engineer
FOR: City Council Meeting of August 22, 2022
SUBJECT: Environmental Review and Right -of -Way Acquisition — County Line Road Mobile Source Air Pollution Reduction Review Committee (MSRC) Grant Funded Project RECOMMENDATION:

That City Council:
1) Find that the construction of street improvements and acquisition of property required to construct the County Line Road Mobile Source Air Pollution Reduction Review Committee (MSRC) Project along County Line Road between 40, Street and Calimesa Boulevard is Categorically Exempt pursuant to Section 15301(c) of the CEQA guidelines, and direct staff to file a Notice of Exemption; and 2) Authorize staff to proceed with the right-of-way acquisition necessary for the Project; and
3) Authorize the City Manager to execute the necessary documents to complete the right-of-way acquisition process.

BACKGROUND/DISCUSSION:

At the July 8, 2013 meeting, City Council approved the Citywide Miscellaneous Intersection Roundabout Study (Study) prepared by RBF Consulting. The Study identified strategic intersections along arterial streets including Yucaipa Boulevard, Avenue E, and County Line Road, in the City where vehicular traffic circulation would be improved and operate more efficiently in the long term with the construction of roundabouts. The Study also showed that potential single -lane roundabout intersections would improve operation and traffic flow along street segments between intersections along the arterial streets. As a result of the implementation of roundabout intersections into the City's General Plan Transportation Element, certain segments of the City's arterials would not require widening from two (2) lanes to four (4) lanes.

These intersection improvements reduced the need for street widening and significantly reduce the amount of right-of-way (and associated costs) and street improvements required to accommodate future traffic conditions along these corridors. Additionally, roundabout intersections introduce significant intersection safety enhancements for both pedestrians and -302-

vehicles and represents a cost savings to the City when considering the long-term maintenance costs associated with traffic signal equipment and utility costs.

In early 2017, discussions were held with the City of Calimesa regarding joint participation for the improvements on County Line Road in order to improve operation and traffic flow through the intersections and improve safety for pedestrians and bicyclists. Since both cities will mutually benefit from these improvements, an agreement was prepared in order to identify the responsibility and funding commitment of both cities for the various improvements along County Line Road. These improvements along County Line Road between Bryant Street and Calimesa Boulevard make up the County Line Road Transportation Corridor Project (Project).

To fund the Project, the City of Yucaipa and City of Calimesa collaborated on grant funding applications. The Cities successfully acquired grant funding from Caltrans - Active Transportation Program (ATP) in the amount of $512,000 (lead agency - Yucaipa) for street improvements between California Street and 3rd Street; Air Quality Management District - Mobile Source Reduction Committee (MSRC) in the amount of $380,000 (lead agency - Yucaipa) for street improvements between Calimesa Blvd and 4th Street; and California Transportation Commission, Local Partnership Program (LPP) in the amount of $3,747,000 (lead agency - Calimesa) for the remaining segments of the Project. For the City of Yucaipa Development Impact Fee (DIF), Pavement Management program (PMP), SB 1 and Measure I funds are being used as the local match for the grant funding. The ATP funded portion of the Project has been completed, the LPP funded portion is currently under construction and the MSRC portion is planned to be constructed next. At the August 13, 2018 City Council Meeting, Council approved a Professional Services Agreement with LAN Engineering to complete the engineering, design and construction plans for the MSRC portion.

The MSRC grant includes funding for the construction of pedestrian access improvements, including sidewalk and curb ramps, and bicycle lanes on the north and south side of County Line Road, between Calimesa Boulevard and a point just west of 41h Street. This grant funded project does not include the roundabout at County Line Road and 5th Street, which is a component of the LPP funded portion currently under construction.

Prior to approval and construction of the MSRC portion of the Project, the City must complete the California Environmental Quality Act (CEQA) environmental review. This is also required to move forward with the right-of-way acquisitions that will be necessary for the MSRC portion of the Project.

The CEQA analysis prepared by staff concluded that the proposed Project is eligible for a Categorical Exemption pursuant to Section 15301(c) of the CEQA guidelines, as the project involves the minor alteration of existing public streets and public improvements involving negligible expansion of use beyond what is existing. The scope of the project would result in modifications and improvements of County Line Road, but will maintain the vehicle and pedestrian access. Staff recommends that City Council find that the construction of street improvements and acquisition of property related to construction of street improvements along County Line Road between 4th Street and Calimesa Boulevard is Categorically Exempt pursuant to Section 15301(c) of the CEQA guidelines.
