Agenda Item No. 10
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Enginee Landon Kern, Assistant City Engineer W
FOR: City Council Meeting of September 12, 2022
SUBJECT: Acceptance of Contract Work — 2020/2021 & 2021/2022 Street Rehabilitation Programs- Project No. It 152.
RECOMMENDATION:
That City Council:
1) Accept the contract work completed by Matich Corporation in the amount of $2,716,221 for the 2020/2021 & 2021/2022 Street Rehabilitation Programs- Project No. 11152; and 2) Authorize the recordation of the Notice of Completion for the projects; and 3) Adopt Resolution No. 2022-53, approving the revised Measure I Five -Year Capital Improvement Plan for FY2021/2022 through FY2025/2026.
BACKGROUND/DISCUSSION:
On May 11, 2020, City Council approved the FY2020/2021 Pavement Management Program (PMP), On April 26, 2021, City Council approved the FY2021/2022 PMP. Included as a part of the PMPs is the FY2020/2021 and FY2021/2022 Street Rehabilitation Program (Program). The Program includes asphalt street repairs and rehabilitation of asphalt pavement on various streets throughout the City.
The Program was initiated in order to repair and resurface/overlay various asphalt streets and extend the service life of the selected streets as a part of the City's overall PMP, as well as providing some traffic safety improvements. The work required for the Program includes pavement patching, cold milling, pavement fabric, asphalt resurfacing/overlays and restriping of the streets after the work is completed.
Based on direction provided by City Council with the approval of the FY2021/2022 PMP, Staff combined the FY2020/2021 and FY2021/2022 Street Rehabilitation Programs into one bid package and advertised for construction bids in July 2021.
On August 23, 2021, City Council awarded a contract to Matich Corporation of Highland, CA -203-

(Matich) in the amount of $2,153,806 for the Program. Due to the favorable unit costs submitted by Matich in their bid for the street rehabilitation and paving work, Council also authorized the amount of $538,000 for construction contract contingency. An additional contract contingency of $100,000 was added February 14, 2022, which allowed the City to take advantage of the favorable unit costs associated with the contract for the Program, particularly given rising prices throughout the construction industry. The additional contract contingency was used for other PMP related maintenance work and Capital Improvement Program (CIP) project improvements. The Program's construction process resulted in a significant amount of asphalt grindings that met the specifications for use as roadway base material. Subsequently, staff recognized the potential for cost savings if a another project requiring base material within the City could be identified. Due to the recent grading activities completed at Five Winds/El Dorado Ranch Park (Park), staff identified the Park's access roads as a suitable location to place and compact the asphalt grindings, therefore reducing maintenance costs and future construction costs associated with compacting base material that would need to be purchased and imported to the project site. These roadway improvements at the Park were accompanied by pavement striping/signage improvements along Oak Glen Road fronting the Park, as well as the grading for the access roads and multi -use trails in order to prepare the areas for the installation of the asphalt grindings.
On February 22, 2021, City Council approved Resolution 2021-38, identifying the 2021/2022 - 2025/2026 Measure I Five -Year Capital Improvement Plan. The approved plan lists specific street segments that are to be repaired/rehabilitated as part of the City's Street Rehabilitation Program. To be in compliance with the Measure I guidelines, the approved resolution gust accurately reflect the street segments which were rehabilitated as part of the Program. As part of the pre -construction analysis for the Program, four segments were discovered to be either incompatible with the proposed treatment and/or found to be privately owned and therefore removed from the Program.
Consequently, California Street from Wildwood Canyon Road to Avenue H was then recommended to be added to the Program and approved by the City Council. Staff has prepared a new resolution which accurately reflects the streets that were rehabilitated as part of the Program for Council consideration. This Resolution No. 2022-53 will ensure that all rehabilitated street segments are eligible to be funded by Measure I funds.
