Agenda Item No. 14

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Grant Malinowski, Fire Chief r
Trevor A. Benson, Emergency Services Coordinator I
FOR: City Council Meeting of September 12, 2022
SUBJECT: Fiscal Year 2023 California Fire Foundation Grant RECOMMENDATION:

That City Council accept the Fiscal Year 2023 California Fire Foundation Grant awarded to the Yucaipa Fire Department in the amount of $15,000.

BACKGROUND:

On Jane 6, 2022, The Yucaipa Fire Department applied for the Fiscal Year (FY) 2023 California Fire Foundation Grant and on August 17, 2022, the City received an email notifying us we have been successfully awarded $15,000 in grant funds for community wood chipping and hazard fuel reduction.

DISCUSSION:

The California Fire Foundation, a non-profit 501 (c)(3) organization, provides emotional and financial assistance to families of fallen firefighters, firefighters, and the communities they protect. Formed in 1987 by California Professional Firefighters, the California Fire Foundation's mandate includes an array of survivor and victim assistance projects and community initiatives such as supplying public safety resources and conducts outreach and education about fire safety issues through its Firefighters on Your Side program. Additionally, the Foundation contributes to other organizations that aim to enhance and improve the communities of California.

The California Fire Foundation works with supporting sponsors and partners who recognize the importance of their mission to serve firefighters, their families, and their communities. Some of the partners include Chevron, AT&T, PG&E, Kaiser Permanente, AAA and Sempra Energy.

As the population of Yucaipa increases, further expansion of residential areas into the Wildland-Urban interface is inevitable. The increased occurrence of wildland fires, flooding, and erosion poses a serious threat to life and property throughout much of California, including our community. Through this grant the Yucaipa Fire Department will be able to proactively outreach with the community to assist with debris chipping and hazard fuel reduction in an effort to reduce the risks of loss to life and property.

This award of $15,000, would directly assist the Yucaipa Fire Department in adding additional community chipping and hazard fuel reduction opportunities to the community.

FIRE SERVICES DEPARTMENT

MAJOR FUNCTIONS
The City assumed responsibility for fire protection and paramedic services on July 1, 1999. hire protection and paramedic services have been provided to the City through a contractual agreement with the California Department of Forestry and Fire Protection (CALFIRE). The City and the County Fire Department developed an agreement to provide similar services to Oak Glen and the unincorporated regions along the eastern boundaries of the City. The agreement with CAL FIRE was renewed in June 2015 for a five-year period. The agreement with County Fire is continuous until cancelled by either party.

The administration of fire and paramedic services for Oak Glen is included in the agreement between the City and CALFIRE.

The fire protection services are funded through an allocation of property taxes. The paramedic services are funded through a special assessment approved by the voters in 1987 and increased in 2004. A proposed tax Measure to increase paramedic funding (measure E) in 2019 was unsuccessful. Fire Protection and Paramedic services for Oak Glen are funded through the contract with the County of San Bernardino.

MAJOR ACHIEVEMENTS FOR 2020-2021
♦ Took delivery of replacement ME-553 on May 30th.

Two major wildland fires, the Apple and El Dorado, threatened thousands of homes in Yucaipa/Oak Glen and were suppressed with no loss of civilian life and structure damage was limited to a couple of structures. ♦ Awarded 2019 Homeland Security grant, replacing some vehicle extrication equipment. ♦ Yucaipa Paramedics were fully prepared for the global pandemic with a Pandemic response plan in place and an appropriate cache of PPE. Yucaipa Paramedics responded to over 600 COVID 911 emergency calls in FY 20/21.

Re-establishing our outreach programs post-COV1D including LPS, festivals, fire -prevention displays and business inspections.

MAJOR GOALS FOR 2021-2022
♦ Replace antiquated extrication equipment to keep pace with modern technologies. ♦ Remain engaged with EMD ad -hoc committee to see priority EMD dispatching to fruition at the countywide level. ♦ Earnestly seek any grant opportunities to offset costs for proposed increased level of service including SAFER grant. ♦ Earnestly seek any grant opportunities to offset costs for new and additional equipment including AFG grants.
