FOR: City Council Meeting ol' September 12, 2022
SUBJECT: Pickleball Facility Update - Yucaipa Pickleball Facility, Yucaipa Pickleball Court Design Project — Project No. It 150
RECOMMENDATION:
That City Council:
1. Approve the revised Conceptual Pickleball Master Plan for the 7111 Street Pickleball facility and any revisions deemed appropriate; and
2. Approve Phase I of the 7'h Street Pickleball facility and any revisions deemed appropriate.
BACKGROUND:
On December 9, 2002, City Council approved a Professional Services Agreement with RJM Design Group, Inc. to prepare the City of Yucaipa Parks and Recreation Master Plan (Master Plan), In 2005, City Council approved the draft Master Plan document, intended to provide a roadmap for park and recreation opportunities in the City, consistent with the City's General Plan. On October 22, 2012, the City Council adopted Resolution No. 2012-70, adopting the updated Master Plan document with the addition of two additional park facilities; Dunlap Park and the 13th Street Sports Complex.
Since 2012, the City has undergone significant changes due to resideritiallcornmercial development and park development. As a result, additional recreational needs were identified, and capacity requirements for recreational opportunities have become apparent through community feedback and assessments completed by staff. To accurately document these changes and better identify potential deficiencies and needs within the growing community, an update to the Master Plan was approved by City Council in April 2016,
Over the past 5-7 years, Pickleball has continued to grow in popularity nationwide. Over the last 3-4 years, many residents have taken up the sport and begun to play at various locations throughout the City, such as Avenue I Park, 71h Street Park, and the Community Center, where pickleball striping has been installed on existing basketball and tennis courts. -353-

Pickleball Facility Update - Yucaipa Pickleball Facility, Yucaipa Pickleball Court Design Project — Project No. 11150
In order to accommodate the increasing number of players in the community, there was a request from residents for the City to provide an additional pickleball facility. The City Council provided direction to staff through the FY2018/2019 Goals and Objectives process to select a location for a proposed exclusive pickleball facility and prepare a conceptual plan for Council's consideration.
City staff evaluated several design alternatives for an exclusive pickleball facility with several factors in mind. Factors such as cost and the availability of existing infrastructure were used to evaluate multiple alternatives at four (4) different park sites. While evaluating these alternatives, City staff recognized the significance of minimizing impacts on other user groups, such as basketball and tennis.
In June 2018, City staff met with the USA Pickleball Association Ambassador to Yucaipa (USAPA Ambassador) to discuss pickleball facility design and the use of the 7th Street Park basketball courts for pickleball use. It determined that two of the three existing basketball courts could be permanently striped for pickleball (on top of the existing basketball court striping). Portable netting could accommodate up to four (4) pickleball courts. Furthermore, in order to ensure that basketball remained an alternative use for this facility, staff proposed that pickleball use could be restricted until after 11:00 a.m. on days when local public schools are not in session. It was also determined that permanent pickleball striping at the existing tennis courts at Avenue I Park could also provide for additional pickleball facilities while continuing to serve as tennis courts as well.
At the August 27, 2018, meeting, City Council authorized the amount of $3,450 to be used for permanent pickleball court striping at Avenue I Park (tennis courts) and 7 h Street Park (basketball courts). The permanent striping was completed in November 2018.
As part of the FY 2021/2022 Budget adoption process, with input from the Yucaipa Pickleball Club (YPC), City Council approved a conceptual plan and prioritized the development of a permanent pickleball facility and authorized the additional amount of $400,000 for the Yucaipa Pickleball Court Project — Project No. 11150 (Project) at the Yucaipa Community Park in the turf area west of the parking lot along Oak Glen Road.
In October 2021, staff distributed a Request for Qualifications/Proposals for the Project seeking professional engineering and design services to prepare construction plans and specifications for a pickleball facility. At the December 13, 2021, City Council Meeting, Council awarded a professional services contract to RHA Landscape Architects -Planners, Inc. (RHA) in the amount of $65,925 for the professional engineering and design services for the preparation of construction plans and specifications for a pickleball facility at the Yucaipa Community Paris.
As part of their scope of work, RHA presented City staff with a preliminary design and cost estimate for a new pickleball facility at the Yucaipa Community Park based on the concept plan approved by City Council in June of 2021. The cost estimate provided was approximately $800,000, well above the budgeted amount of $400,000 established in June of 2021. The increase in cost is primarily due to the cost of retaining walls and the limited availability of building materials, building supplies, and qualified contractors, among other current economic conditions.
In addition, approximately $90,000 of the cost was associated with the Water Quality Management Plan (WQMP) preparation and implementation required for the Project. This is required to -354-

accommodate the removal of the existing turf area and the proposed replacement with an impervious concrete area created by the Project (concrete surfaces for pickleball courts). Staff worked with RHA to evaluate several different design alternatives, including reducing the number of pickleball courts and minimizing the scope of the Project; however, the cost of those alternatives evaluated still exceeded the original cost estimate and budget.
Staff reached out to the YPC representatives during the alternative evaluation process and informed them of the cost estimates as well as the various design alternatives being evaluated. The YPC independently developed conceptual alternatives as well and shared those alternatives with City staff. One of the alternatives included a proposal to relocate the proposed pickleball facility from Community Park to 711 Street Park.
The relocation of the facility to 7' Street Park would significantly reduce the construction cost if the facility was to be constructed in an area with a concrete surface that could be resurfaced and striped for pickleball. This eliminates the need for a 'WQMP and associated drainage since the proposed construction would not be creating new impervious areas. This would also allow for the construction of new courts exclusive to pickleball that could be used along with the existing multi- use pickleball and basketball courts and increase the capacity of pickleball play. This would also further minimize impacts on other user groups using the facility.
DISCUSSION:
On April 25, 2022, City staff presented City Council conceptual plan revisions for the Project that proposed four (4) exclusive pickleball courts on the west end of 71h Street Park (east/west direction) located at the existing 71h Street Park as part of Phase I and the construction of two (2) dedicated basketball only courts, located at the existing 7'h Street Theater building.
Since the April 2022 City Council meeting, staff has met with a number of YPC representatives to update the proposed concept plan. The proposed revised Conceptual Pickleball Master Plan and phasing are as follows:
Phase 1:
Remove the existing 7`' Street Skate Park equipment and construct four (4) exclusive pickleball courts. The courts would be oriented in a north/south direction.
2. Install a steel structure over the four (4) proposed pickleball courts that emulates/expands the existing steel structure cover.
3. Install lighting under the proposed cover over the four (4) proposed pickleball courts.
4. Demolish the existing building (71h Street Theater building).
Phase 2:

1. Install restroom facility to be located at the existing 7ch Street Theater building location.
2. Construct five (5) pickleball exclusive courts to be located at the existing 7" Street Theater building location for a combined total of nine (9) new pickleball exclusive courts (when combined with the four (4) courts in Phase I). The courts would be oriented in a north/south direction.
FISCAL IMPACT:
The total estimated cost of the Project based on the proposed revised concept plan is approximately $911,000. The current estimated cost of the proposed Phase 1 improvements is in the amount of $434,000, and the estimated cost of the Phase 2 improvements is in the amount of $477,000. The Adopted FY2022/2023 Capital Improvement Program includes the amount of $500,000 for the Project. With the expenses to date for the project in the amount of approximately $40,000 (conceptual and preliminary design), the current available balance is in the amount of approximately $460,000. If approved, the Phase 1 components can be completed with currently available funding. Staff will return to Council at a later date with a recommendation to fund the Phase 2 improvements.
