SUBJECT: Measure I Funding — Capital Project Needs Analysis RECOMMENDATION:
That City Council adopt Resolution No. 2022-55, approving the Five Year Capital Project Needs Analysis (CPNA) for FY2023/2024 through FY2027/2028
BACKGROUND:
The Measure I 2010-2040 Strategic Plan requires local agencies to annually adopt a Five -Year CPNA to document project needs by fiscal year and includes the anticipated funding sources, funding amounts and project phasing, where appropriate. The annual CPNA also includes the local agency's development mitigation fair share funding contribution for the projects in the form of Traffic Facilities Fee (TFF) funds and SB 1 funds in the form of a loan to the TFF account.
SBCTA (formerly SANBAG) will use this information to complete their FY2022/2023 Measure I 2010-2040 apportionment and fund allocation process for each local agency receiving Measure I Arterial funding.
The projects currently identified in the City of Yucaipa's Capital Improvement Program (CIP), which include Measure I Arterial funding as a funding source, are as follows:
• Yucaipa Boulevard Widening, 151h Street to the I-10 Freeway • Avenue E Intersections and Sidewalk Improvements, Bryant Street to 5th Street Project • County Line Road Improvements, Bryant to the I-10 Freeway • Wildwood Canyon Road/I-10 Freeway interchange (Calimesa Boulevard Improvements, County Line Road to Oak Glen Road)
• 5th Street Widening, Yucaipa Boulevard to Avenue E
On June 28, 2021, City Council adopted Resolution No. 2021-39 approving the Five -Year CPNAs for FY2022/2023 through FY2026/2027. The funding identified for the five (5) projects listed above in the adopted FY2022/2023 CIP requires that the CPNAs for the next five years (FY2023/2024 through FY2027/2028) be revised by September 30 of this year.
For the last several years, City Council has approved the allocation of Measure I Arterial funding for -107-

SBCTA's CPNA policy requires that the reporting of Measure I Arterial funding allocations and expenses be separated by project phase such as environmental review, engineering design, right-of- way acquisition and construction. The City's adopted FY 2022/2023 CIP does not separate the "Prior Allocation" funding allocations to projects by these phases. The "Prior Allocation" Measure I Arterial funding shown on the proposed CPNAs included in Resolution No. 2022-55 are consistent with the funding amounts approved by City Council in previous years' CIP's. The Measure I Arterial funding for the projects, identified in the proposed CPNAs, is separated into phases consistent with SBCTA's policy.
The CPNA funding includes the advancement of Measure I funds from SBCTA's Measure I Major Streets Program Arterial Sub -Program Advanced Funding process approved by the SBCTA Board in July of 2019. This program allowed the City to request an advance of up to five years of the City of Yucaipa's estimated equitable share of Measure I Arterial funds for various arterial widening projects. SBTCS subsequently approved the amount of $6 million based on the amount of the unused fund balance in the program at the time and the City's ability to match the funds with TFF and SB 1 funds. These funds come from allocated but unused Arterial Sub -program Funds.
At the September 20, 2022 Special City Council Meeting, Council approved the acquisition of a property near the intersection of Avenue E and 5th Street required for the Avenue E Intersections and Sidewalk Improvements, Bryant Street to 51h Street Project (Avenue E Project). With the approval of this property acquisition, all required easements have been acquired, which allows the for initiation of the construction phase of the Avenue E Project. Staff is currently developing an 1:

updated construction cost estimate for the Avenue E Project. Once these cost estimates are updated, staff will be able to determine the amount of additional funding required for the construction of the Avenue E Project, which may be completed in phases beginning with the Avenue E and 5t" Street Intersection.
Staff has proactively submitted a request to SBCTA to determine if additional Advanced Expenditure Measure I Funds may become available based on the CPNAs submitted by other cities and SBCTAs anticipated CPNA revenue allocations to the City of Yucaipa. After this process, if additional Advance Expenditure Measure I Funds become available, staff will return to City Council at a later date with recommendations regarding revisions to the CPNAs. The recommendations for these potential revisions to the CPNAs for FY2023/2024 through FY2027/2028 would also include any required adjustments to the FY2022/2023 CIP.
FISCAL IMPACT:
The Resolution No. 2022-55, approving the Five Year CPNA for FY2023/2024 through FY2027/2028 is consistent with the City's FY2022/2023 CIP for Measure I Arterial funded Projects.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YUCAIPA, STATE
OF CALIFORNIA, ADOPTING THE MEASURE I FIVE-YEAR CAPITAL PROJECT NEEDS ANALYSIS FOR FISCAL YEARS 2023/2024 THROUGH 2027/2028
WHEREAS, San Bernardino County voters approved passage of Measure I in November 2004, authorizing the San Bernardino County Transportation Authority to impose a one-half of one percent retail transactions and use tax applicable in the incorporated and unincorporated territory of the County of San Bernardino; and WHEREAS, revenue from the tax can only be used for transportation improvement and traffic management programs authorized in the Expenditure Plan set forth in Ordinance No. 04-1 of the Authority; and
WHEREAS, the Strategic Plan requires each local jurisdiction applying for revenue from certain Measure I Programs to annually adopt and update a Five -Year Capital Project Needs Analysis; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YUCAIPA HEREBY FINDS, DETERMINES, ORDERS AND RESOLVES AS FOLLOWS: that the City Council of the City of Yucaipa adopt the Measure I Five Year Capital Project Needs Analysis for Fiscal Years 2023/2024 through 2027/2028, attached to this resolution as Exhibit A, is hereby adopted.
