Agenda Item No. 8

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development S rvices/ City Engineer Landon Kern, Assistant City Engineer j
Kevin Garcia, Assistant Engineer Z
FOR: City Council Meeting of September 26, 2022
SUBJECT: Award of Contract — Demolition of Residential Structure at 35110 County Line Road - Project No. 11113
RECOMMENDATION:

That City Council:

1. Award and authorize the Mayor to execute a contract in the amount of $29,500 with LCR Earthworks & Engineering Corp. of Ontario, CA for the Demolition of Residential Structure at 35110 County Line Road (Project No. 11113); and

2. Approve the amount of $7,300 for construction contract contingency and the amount of $3,000 for construction contract administration, survey, testing and inspection, for a total construction budget in the amount of $39,800, and authorize the City Engineer to execute contract change orders in an aggregate amount not to exceed $7,300.

BACKGROUND/DISCUSSION:

At the July 8, 2013 meeting, City Council approved the Citywide Miscellaneous Intersection Roundabout Study (Study) prepared by RBF Consulting. The Study identified strategic intersections along arterial streets including Yucaipa Boulevard, Avenue E, and County Line Road, in the City where vehicular traffic circulation would be improved and operate more efficiently in the long term with the construction of roundabouts. The Study also showed that potential single -lane roundabout intersections would improve operation and traffic flow along street segments between intersections along the arterial streets. As a result of the implementation of roundabout intersections into the City's General Plan Transportation Element, certain segments of the City's arterials would not require widening from two (2) lanes to four (4) lanes.

These intersection improvements reduced the need for street widening and significantly reduce the amount of right-of-way (and associated costs) and street improvements required to accommodate future traffic conditions along these corridors. Additionally, roundabout intersections introduce significant intersection safety enhancements for both pedestrians and vehicles and represents a cost savings to the City when considering the long-term maintenance -125-

costs associated with traffic signal equipment and utility costs.

In early 2017, discussions were held with the City of Calimesa regarding joint participation for the improvements on County Line Road in order to improve operation and traffic flow through the intersections and improve safety for pedestrians and bicyclists. Since both cities will mutually benefit from these improvements, an agreement was prepared in order to identify the responsibility and funding commitment of both cities for the various improvements along County Line Road. These improvements along County Line Road between Bryant Street and Calimesa Boulevard make up the County Line Road Transportation Corridor Project (Project).

To fund the Project, the City of Yucaipa and City of Calimesa collaborated on grant funding applications. The cities successfully acquired grant funding from Caltrans - Active Transportation Program (ATP) in the amount of $512,000 (lead agency - Yucaipa) for street improvements between California Street and 3rd Street; Air Quality Management District - Mobile Source Reduction Committee (MSRC) in the amount of $380,000 (lead agency - Yucaipa) for street improvements between Calimesa Blvd and 4th Street; and California Transportation Commission, Local Partnership Program (LPP) in the amount of $3,747,000 (lead agency - Calimesa) for the remaining segments of the Project. For the City of Yucaipa Development Impact Fee (DIF), Pavement Management program (PMP), SB 1 and Measure I arterial funds are being used as the required local match for the grant funding. The ATP funded portion of the Project has been completed. The engineering, design, and construction plans for the MSRC portion of the Project have been completed, CEQA environmental review is complete, and the right-of-way acquisition process has been initiated. The LPP funded portion is currently under construction, which includes the roundabout improvements at the County Line Road and California Street intersection. The residential structure being proposed to be demolished is located at the northeast corner of this intersection.

DISCUSSION:

In accordance with the approved plans for the LPP funded portion currently under construction, the existing City -owned residential structures (vacated) must be demolished in order to accommodate the construction of the project improvements.

The Demolition of Residential Structure at 35110 County Line Road was advertised for construction bids on August 4, 2022. On August 23, 2022, six (6) sealed bids were received and opened as follows:

Roadway Engineering & Construction Corp. 114,400
Engineer's Estimate $39,000
The Engineer's estimate for the project is $39,000. The apparent low bidder is LCR Earthworks & Engineering Corp. of Ontario, CA with a bid in the amount of $29,500. Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications. In addition, staff has verified the references provided by LCR Earthworks & Engineering Corp. and found that they have completed similar projects for other agencies satisfactorily. Staff is recommending that City Council award the construction contract to the apparent low bidder, LCR Earthworks & Engineering Corp.

In accordance with local regulations and permitting requirements, staff contracted with an environmental firm to complete a lead and asbestos survey in July of 2022. The survey was completed, and the results indicated that the building contained a level of lead and asbestos material that would require a specialized contractor to abate and remove the asbestos and lead material prior to demolition of the building. It is important to note that the contract documents for the Demolition of the Building Project include a provision indicating that the building demolition work cannot begin until the abatement work associated with the Asbestos and Lead Abatement has been completed in accordance with the Lead and Asbestos Survey prepared by the City's contracted consultant. City staff is seeking proposals from qualified contractors to complete the abatement work prior to initiating the demolition work, and based on the estimated cost of the abatement, will complete this effort within the proposed construction contract contingency ($7,300) being recommended for approval and provide an update regarding that effort with the Notice of Completion for this contract.
