Agenda Item No. 14
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Megan Wolfe, Director of Community Services WN
FOR: City Council Meeting of September 26, 2022
SUBJECT: 2022 Make a Difference Day Event Project
RECOMMENDATION:
That City Council:
Review and approve the Five Winds/El Dorado Ranch Park Planting and Equestrian Improvement Project as the City of Yucaipa's sponsored project for the 2022 Make a Difference Day Event; and
2. Authorize the use of $20,000 in funding from the Five Winds/El Dorado Ranch Park Project Budget in the FY2022/2023 Capital Improvement Program for the proposed Five Winds/El Dorado Ranch Park Planting and Equestrian Improvement Project.
BACKGROUND/DISCUSSION:
On October 27, 2007, the City of Yucaipa participated in a nationwide event known as Make a Difference Day (MADD). Volunteers throughout the community came together for one cause and to give a helping hand in their community. Since 2607, the City has made MADD an annual event (2020 event was not held due to the COVID-19 pandemic), sponsored numerous projects, and has partnered with other agencies and community groups to co-sponsor projects.
Over the years, City sponsored MADD projects have included planting tress at many public parks/facilities, weed/litter removal, replanting of flowers/shrubs, wildflower seed broadcasting, painting of fencing/walls at various City facilities, mulch spreading and the construction of gazebos and dog park amenities/structures.
Several volunteer projects and the 2017, 2018, 2019, 2020, and 2021 MADD events included the planting of over 850 trees at Five Winds/El Dorado Ranch Park (Five Winds Ranch). Over 900 volunteers attended those events and positive feedback was received from the community and the residents/property owners adjacent to Five Winds Ranch. The irrigation installed and the trees planted at Five Winds/El Dorado Ranch Park have established the foundation for the landscaping of the project and are consistent with the initial concept plan approved by City Council in 2017 and the -210-

updated concept plan approved by Council in 2019. The final landscape plans prepared by the City's consultant landscape architect/arborist for Five Winds Ranch identify the type, size and location of the trees consistent with the approved concept plan and will provide the shade, screening and the natural setting for this public facility.
The proposed City sponsored 2022 MADD project is the Five Winds/El Dorado Ranch Park Planting and Equestrian Improvement Project (Project). The Project includes the planting of approximately 49 trees and 50 shrubs (evergreen and deciduous) throughout Five Winds/El Dorado Ranch Park.
Also included is the placement of approximately 16,000 square feet of sod/turf at a designated grass area at the east end of Five Winds Ranch consistent with the conceptual plan approved by City Council. The Project also includes the installation of equestrian corral fencing and related equestrian infrastructure consistent with the approved conceptual plan. Tails and Open Space Committee and community members requested and received donations of fencing, equestrian corrals, and other amenities for the development of Five Winds Ranch. The proposed work will further enhance the aesthetics of the property and continue the development of the designated equestrian area of the property.
In addition to the proposed City sponsored 2022 MADD project the Rotary Club of Yucaipa would like to sponsor a project at the Scherer Community Center. Their project will provide an update to the existing landscape located directly in front of the Scherer Community Center and will provide an enhanced aesthetic and educational component for seniors and/or visitors.
The 2022 MADD event is scheduled for Saturday, October 22, 2022. City staff and members of the community will continue to meet to prepare for the annual event and secure volunteers.
Staff estimates that 200 volunteers will be required to complete this project. In order to prepare for this project, staff will need to purchase the materials and prepare the site for the 2022 MADD event.
City staff and other volunteers will also assist with the coordination of the work the day of the event.
The estimated cost of the proposed Project is $20,000.
FISCAL IMPACT:
The adopted FY 2022/2023 Capital Improvement Program includes funding in the amount of $3,182,000 for the overall Five Winds Ranch Project. The current remaining balance for the development of this project is in the amount of $1,091,024. Utilizing the amount of $20,000 in funding for the proposed 2022 MADD Project leaves a remaining balance in the amount of $1,071,024. As a result, there is sufficient funding available to accommodate staff s recommendation.
