Agenda Item No. 15

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Raymond A. Casey, City Manager
Fermin Preciado, Director of Develo ment Services/City Engineer Landon Kern, Assistant City Engineer L<
FOR: City Council Meeting of September 26, 2022
SUBJECT: Wildwood Canyon Road and Interstate 10 Freeway Interchange Project Update RECOMMENDATION:

That City Council receive and file a report regarding the Wildwood Canyon Road and Interstate 10 Freeway Interchange Project Update.

BACKGROUND:

The Freeway Corridor Specific Plan (Plan), adopted by the City in 2008, encompasses an area of 1,242 acres located in the southwest portion of the City. At build -out, the project will provide a regionally significant commercial center, agricultural tourism, commercial and business parks, as well as almost 2,500 new residential dwelling units. In addition to these land uses, the plan provides community amenities such as trails, two potential elementary schools, and open space areas that help to create a cohesive community where people can live, work, shop, and play. The plan also included the Wildwood Canyon Road and Interstate 10 (I-10) Freeway Interchange Project.

A variety of residential uses are provided to help meet the growing demand for housing in San Bernardino County. The commercial and business park uses provide employment as well as retail and entertainment opportunities for those living within the community. The commercial and business park areas take advantage of the freeway visibility and access to serve both local and regional needs. The residential areas are linked to the commercial and business park areas through an extensive system of multi -modal trails and open space corridors. When developed, the Plan will help improve the local tax base, and provide a long-term revenue source that will ensure the City's fiscal stability for years to come.

The Plan area is bisected by I- 10 and is currently served by two interchanges on 1- 10: Live Oak Canyon/Oak Glen Road near the northern Plan area boundary and County Line Road on the southern Plan area boundary. In order to accommodate the anticipated increase in traffic demands due to growth in the Plan area, as well as population growth in eastern San Bernardino and Riverside Counties, the City identified a new interchange at Wildwood Canyon Road. As far back as the 1964 Yucaipa Valley General Plan (a segment of the San Bernardino County General Plan) also identified a new interchange at I-10 and Wildwood Canyon Road. This future interchange -214-

would be located approximately 1 mile east of the Live Oak Canyon/Oak Glen Road interchange, and 1 mile west of the County Line Road Interchange. New collector streets would connect to the Wildwood Canyon Road Interchange and would serve traffic from both the north and south sides of I-10, providing additional access to the Plan area.

In 2016, the City initiated a study to identify cost effective alternatives for both the ultimate design of the Wildwood Canyon Road Interchange, and potential interim phased improvements. This study, prepared by Omni -Means, analyzed various alternatives that would accommodate projected year 2040 traffic volumes, and developed conceptual designs of a phased interchange construction.

Phased construction involves the construction of the various components of the interchange (on/off ramps, frontage roads and bridge) at different time periods based on funding availability and need.

In 2017, the Mayor and City staff met with David Turch and Associates, our Congressman, and FHWA officials in Washington D.C. to discuss the process of initiating the development of the Wildwood Canyon Road Interchange as a phased project. That visit resulted in support for a phased project that was transmitted to local officials at Caltrans and FHWA.

The City utilized the information provided in this Study to qualify for funding for Wildwood Canyon Road Interchange in the San Bernardino Valley Transportation Authority's (SBCTA) Valley Freeway Interchange Phasing Program (Program), which was approved by the SBCTA Board of Directors on December 7, 2016. This Program will facilitate the partial construction of freeway interchanges to address immediate traffic circulation needs while providing cost-effective improvements at the earliest reasonable dates. For the Wildwood Canyon Road Interchange, the SBCTA Program identified "construct partial interchange; remove rest stop" as eligible components for SBCTA funding participation, in a participation amount not to exceed 50 percent of the cost for phased element of the project.

In 2017, the City attended various meetings with representatives of the Federal Highway Administration (FHWA), Caltrans, and SBCTA to initiate the planning process required for the Wildwood Canyon Road Interchange Project. Based on these meetings, it was determined by FHWA and Caltrans that the City would need to prepare a Project Study Report (PSR) for the entire scope of the interchange project. The PSR planning document is the first step in the process required by both FHWA and Caltrans before the subsequent phases can begin.

In 2018, the City Council approved Project Funding Agreement 18-1001901 with SBCTA which allowed the City to seek reimbursement throughout the process from SBCTA in an amount of $250,000 for the preparation of the PSR for the project; awarded a contract to HDR Engineering, Inc, in the not to exceed amount of $596,330 for professional engineering services for the preparation of the PSR (City Council also approved the amount of $120,000 for contract contingency, and $300,000 for staff time, contract administration and project coordination); and approved Cooperative Agreement No. 08-1676 with the State of California to provide oversight and quality assurance during the PSR preparation for a not to exceed cost of $375,000.

During the course of the PSR preparation, a Project Delivery Team (PDT) was established. PDT members included representatives from Caltrans Management, Design, Traffic, Planning, Environmental and Operations Divisions; HDR and their subconsultants; SBCTA; and the City. -215-

During the early phase of the PSR preparation, the PDT identified over a dozen conceptual interchange configurations over the course of several meetings and evaluated potential concepts.

Various factors, which included operation, safety, impact to existing intersections, environmental constraints and the impact to the existing Wildwood Safety Roadside Rest Area (SRRA) were reviewed. One of the alternatives identified the use of roundabouts at the ramp terminals and at Calimesa Boulevard. Upon completion of the Traffic Operations Analysis Report, it was determined that multi -lane roundabouts would not provide sufficient roadway capacity and that vehicle queuing would likely exceed storage capacity. In addition, multi -lane roundabouts would likely add significant costs to the infrastructure and bridge/roadway development.

Based on the analysis performed of all the conceptual alignments, the PDT narrowed the concepts down to three viable "build" alternatives that would be further analyzed in the PSR. In addition to these three interchange alternatives, the PSR also identified the impact if no interchange or local roadway improvements were constructed; and if no interchange and some local roadway improvements were constructed. The alternatives that were included in the PSR are:
• Alternative 1— No Build (no improvements)
• Alternative 2 — Local Roadway Improvements Only (no new interchange on I-10) • Alternative 3A — Diamond Interchange Overcrossing with a perpendicular bridge crossing • Alternative 3B — Diamond Interchange Overcrossing with a skewed bridge crossing • Alternative 4 — Diverging Diamond Interchange (DDI) Overcrossing It should be noted that none of the alternatives will impact the operation of the existing SRRA.

The PSR determined that the No -Build and three Build Alternatives warranted further study in the next phase of work. Alternative 2, Local Roadway Improvements, did not meet the forecasted operational issues, and was not recommended for further study. Since Alternative 2 will not be studied moving forward, the alternatives have therefore been renamed. Alternative 2 has therefore been eliminated from the project analysis, Alternative 3A will now be referred to as Alternative 2, Alternative 313 has become Alternative 3, and Alternative 4 remains the same. The operational assessment also indicated that improved travel time and decreased corridor delays resulted on the I-10 Freeway mainline with alternatives 2, 3 and 4. Those benefits to the 1-10 Freeway mainline and study area at the Design Year condition (Year 2050), as identified in the PSR ,are as follows:
• The project would decrease travel time on the mainline by 39% during the morning peak period (westbound) and by 54% during the afternoon peak period (eastbound). • The project would decrease average travel time within the study area (the freeway and local roads between Live Oak Canyon/Oak Glen Road and County Line Road) by 62% during the morning peak period (westbound) and 67% during the afternoon peak period (eastbound).

These are extremely positive results. Schematic drawings of the build alternatives (No's 2, 3 and 4) are attached for your reference, and will be discussed in more detail during the presentation of this item to the City Council.

A Final Draft PSR was submitted to Caltrans in 2020. Prior to final Caltrans approval of the PSR, the report had to first be reviewed by the FHWA and receive their Finding of Acceptability.

Caltrans, on behalf of the City, submitted the PSR for FHWA review in mid-2021, and FHWA provided their Finding of Acceptability on July 29, 2021. Final approval of the PSR by Caltrans was provided on October 13, 2021.

In order to maintain the project momentum with SBCTA and Caltrans, the City progressively entered into the following contract and agreements associated with the next phase of work, the Project Approval and Environmental Document (PANED) at the May 27, 2020, City Council meetings. This action included the following:
• Awarded a contract to HDR Engineering, Inc, in the amount of $3,040,217 for professional engineering services for the preparation of the PANED; and approved $75,000 for contract contingency and $250,000 for staff time, contract administration and project coordination for a total cost of $3,365,217.
• Approved Project Funding Agreement 20-1002294 with SBCTA for the Wildwood Canyon Road Interchange PA/ED which includes $625,000 funding participatoin for SBCTA's share of work associated with the PANED phase.
• Approved Cooperative Agreement No. 08-1719 with Caltrans for the Interstate 10 at Wildwood Canyon Road Interchange Project Report/ PANED; Plans, Specifications and Estimates (PS&E); and Right of Way (ROW). Caltrans will continue to attend and facilitate the PDT meetings, review and approve all components of the PANED, and will perform quality management work at no cost to the City.
