SUBJECT: Amendment No. 2 - Professional Engineering & Land Survey Services for Various Proj ects
RECOMMENDATION:
That City Council Authorize the City Manager to execute Contract Amendment No. 2 to the Agreement with Yucaipa Valley Engineering for On -Call Professional Engineering and Land Survey Services for Various Projects in the amount of $5,000 for additional land survey and engineering services for a revised contract total in the amount of $244,000.
BACKGROUND/DISCUSSION:
In June 2020, Council authorized three (3) contracts for On -Call Professional Engineering and Land Survey Services for Various Projects to PSOMAS, CASC, and Yucaipa Valley Engineering (YVE).
Along with PSOMAS and CASC, YVE has been performing these services for various projects, including the New City Yard, Five Winds Ranch, Oak Glen Road/Live Oak Canyon Road Widening Project (including the intersection and traffic signal improvements at Live Oak Canyon Road and Outer Highway 10 South), and several other Capital Improvement Program (CIP) projects.
YVE has informed staff that they will no longer be able to provide these services to the City due to the upcoming retirement of the Principle Engineer/Owner. YVE has since been coordinating with staff to complete short and long-term tasks associated with their contract for engineering and land surveying services for various City projects.
At the October 10, 2022, meeting, City Council approved and authorized the City Manager to execute Amendment No. 1 to the YVE contract in the amount of $19,000 to allow for several of the remaining project tasks to be completed. Since the October 10, 2022, City Council Meeting, staff has identified the need for additional services to complete the preservation and recordation of survey monumentation required for City street improvement projects at the County Surveyor's Office. Since these documents were prepared and submitted by the Principle Engineer/Owner of YVE, staff is recommending the proposed Amendment No. 2 to the YVE contract in the amount of $5,000 to allow the survey monumentation work to be completed and recorded.

additional engineering and surveying services would be required, and any additional costs would be incurred by the City.
FISCAL IMPACT:
The additional costs for on -call survey and engineering services are based on a "not to exceed" amount of $5,000. These budgeted costs are to be charged against various projects in the City's adopted FY2022/2023 CIP. There is no fiscal impact to the City's General Fund as a result of this proposed Council action.

SURVEY AND ENGINEERING SERVICES FOR VARIOUS PUBLIC
WORKS PROJECTS
THIS AMENDMENT, made and entered into this 1411' day of November 2022, by and between Yucaipa `'alley Engineering, hereinafter called "CONSULTANT," and City of Yucaipa, a municipal corporation, hereinafter called "City,"
NOW, THEREIVORF, CONSULTAN'r and CITY mutually agree as follows:
Subject to the terms and conditions of the original agreement dated June G, 2020, between subject CONSULTANT and the City of Yucaipa, Amendment No. 1 to original agreement for FY 2020/2021 and FY 2021 /2022 shall be as follows for the additional contract design services.
Original Agreement Amount $220,000
Amendment No. 1 $19,000
Amendment No. 2 S5,000
Revised Agreement Amount $244,000
CITY Fee and Payment Thereof
The CITY will pay the CONSULTANT for services rendered, based on the industry standard "Schedule of Rates" agreed upon by both parties for FY 2020/2021 and 2021/2022, in the total amount NOT TO EXCEED $244,000 for the work required to complete On -Call Professional Survey and Engineering Services for Various Public Works Projects.
