Award of Contract — El Dorado/Five Winds Ranch Park Lake Grading (Phase 2) — Project No. 11180
Over the last two years, staff has coordinated the completion of various site improvements at El Dorado/Five Winds Ranch Park, consistent with the approved conceptual plan. These improvements included site preparation for the 2020, 2021, and 2022 Make a Difference Day events, landscaping/irrigation improvements, site grading for the amphitheatre, roadways, parking areas, and the application of roadway base material to the roadway sections. These phases of work were also completed in efforts for the re -opening of El Dorado Ranch Park and the Five Winds Ranch country music festival earlier this year.
The overall development of the El Dorado/Five Winds Ranch Park facility is being completed in phases. Staff has identified several remaining site improvements that are required in order to complete the next phase of the park improvements for the overall development of the El Dorado/Five Winds Ranch Park facility that has been envisioned for many years. As a result, staff prepared the design plans and construction bid documents for the proposed El Dorado/Five Winds Ranch Park Lake Grading (Phase 2) Project (Project). The Project includes precise grading and area improvements for the El Dorado Ranch pond and the Five Winds Ranch Park lake. The Project also includes improvements around the existing adobe structure, including removal of existing masonry wall, steel gates, steel fence and masonry columns, removal of existing AC and PCC paving and stockpiling of existing aggregate base material.
The Project was advertised for construction bids in October of 2022. On November loth, five (5) sealed bids were received and opened as follows:
Bidder
Bid Amount
Leonida Builders, Inc.
$564,105.00
Three Peaks Corp.
$265,568.00
MacDad Builders, Inc.
$558,541.60
Wreck Age Demolition
$617,570.00
Beador Construction Company, Inc.
$465,300.00
The Engineer's Estimate for the Project is $370,000. Three Peaks Corp. of Calimesa, CA is the apparent low bidder for the Project with a bid in the amount of $265,568. Staff has reviewed the apparent low bidder's bid documents and determined that they meet the contract specifications for the Project. Three Peaks Corp. has performed similar work for the City of Yucaipa and their work has been deemed satisfactory, including other work at the El Dorado/Five Winds Ranch facility.
As a result, staff recommends that City Council award a contract in the amount of $265,568 to Three Peaks Corp. of Calimesa, CA for the Project.
