Committee Appointed
Comprehensive Economic Development Bogh, Greg
Strategy Committee Duncan, Bobby
Recommendation
That Council provide direction
The Comprehensive Economic Development Strategy Committee (CEDS) was formed on February 14, 2011. The intent of this Council committee was to advise on the preparation of a comprehensive economic development strategy report, a pre -requisite for the City of Yucaipa to apply for Economic Adjustment Assistance Grants, which Council, at the time, directed staff to pursue. The Economic Adjustment Assistance (EAA) Grants, awarded by the U.S. Economic Development Administration, invested in workforce development programs and pathways to good - paying jobs in communities significantly impacted by the loss of jobs due the national economic downturn of 2008. The effort proved to be successful as the City received approximately $1,000,000 in grant funding for infrastructure improvements to support Sorenson Engineering's expansion, which ultimately resulted in Sorenson Engineering staying in Yucaipa and expanding from 125 employees at the time to over 500 approved positions today. However, this committee reportedly has not met since 2014. As a result, there may be no remaining issues for the committee to review.
Committee
Economic Development
Appointed Recommendation
Advisory Beaver, Justin That Council provide direction
Committee Duncan, Bobby
The Economic Development Advisory Committee (EDAC) was formed on February 14, 1994, with the intent of improving the material standard of living in the community with the creation of economic development goals with input from various community organizations. EDAC serves in an advisory capacity to the Council and, in the past, has played a role in shaping City policy and procedure (e.g., improving the permitting process based on concerns of local developers, the re- examination of multi -family design guidelines and meeting with Sorenson Engineering when they were considering relocating their business out of town). Over the years, however, the focus and overall continual development of goals and strategies of the committee has diminished and may require some revitalization to ensure input is provided that can enhance the economic future of the city. Staff recommends that Council review the feasibility of maintaining the current structure and composition of the committee and provide direction.
Committee
Small Business Incubator Selection
Committee
Appointed
Duncan, Bobby
Bogh, Greg
Recommendation
That Council provide direction
The Small Business Incubator Selection Committee was formed on December 14, 2015, with the intent of providing oversight and support to the Yucaipa Business Incubator Center Program, which offered low-cost space rent for approved startup companies, including the business resources needed to foster their growth. Responsibilities of the committee included the review and selection of participating incubator companies, progress monitoring, and termination of incubator company participation. The Business Incubator Center property is now under an agreement to be sold for development. Small business support for the Incubator Center's tenants, and all Yucaipa small businesses will continue through the memo of understanding in partnership with the Inland Empire Small Business Development Center. With that, staff recommends absolving the -24-
committee considering the City will not continue to provide a facility for leased office space.
Committee
Yucaipa Valley Wine Country
Planning Committee
Appointed
Avila, David
Duncan, Bobby
Recommendation
That Council provide direction
The Yucaipa Valley Wine Country Planning Committee (formerly the American Viticultural Area (AVA) Planning Committee) was formed on October 7, 2019. The intent of this Council committee was to support the development of a city-wide planning tool that would address the land use elements that are not currently provided for within the Development Code to support the implementation of an AVA. The committee has completed their efforts to prepare and recommend a draft specific plan based on Council feedback, which will be presented at a future City Council meeting. As a result, there may be no remaining issues for the committee to review.

Recommendation
That Council provide direction
Over the last twenty years, the City has reached out to the community regarding the need for, prioritization of, location of, and design of public facilities and parks to be funded, designed, and constructed in Yucaipa. That effort has included a number of studies, a multitude of outreach efforts through different platforms, the formation of design committees, and scores of public meetings. These processes resulted in the completion of the Community Center, City Hall, Police Station, Fire Station, Performing Arts Center and a number of parks/park improvements throughout the community. Also, based on these processes, the City Council had prioritized a Community Education Center (Library) as the next critical public facility with direction to staff regarding partnering with the County and the School District on the project and to pursue grant funding and "cement" these financial partnerships.
At the November 14, 2022, City Council meeting, staff announced receipt of the $9,000,000 award from the California State Library's Building Forward Library Improvement Grant Program, partially funding a new library in the City (the Dunlap area). In the effort to complete discussions with the County and the School District regarding exactly how this partnership is established, it is requested that Council consider establishing a Library Design Review Ad -hoc Committee to include the participation of one (1) Councilmember and designate an Alternate Councilmember to meet periodically with, one (1) representative from the Yucaipa-Calimesa Joint Unified School District, and the Third District representative from the San Bernardino County Board of Supervisors, should both agencies be interested in such a process. This Ad -Hoc committee would assist with the design development of the new library. Staff recommends that Council choose one (1) of its members and one (1) alternate member to serve on the committee. -25-

Recommendation
That Council provide direction
At the November 28, 2022, City Council meeting, Council approved the establishment of a Yucaipa Enhanced Infrastructure Financing District (EIFD), a special district with defined boundaries that uses increment financed local property taxes to issue bonds to fund infrastructure projects or affordable housing. Council also approved a Resolution of Intention to begin the next steps of the EIFD process, including the establishment of a Public Financing Authority (PFA) to serve as the government board of the EIFD. PFA membership may include one (1) public member, and one (1) member of the County Board of Supervisors. Recruitment for the public member will take place in January 2023, following public notice. Staff recommends that Council choose two (2) of its members and one (1) alternate member to serve on the committee.
Staff recommends that Council review the list of committees, regional organizations and ad -hoc committees and revise, as appropriate, the 2023 assignments and provide direction on CEDS, EDAC, the Small Business Incubator Selection, and Yucaipa Valley Wine Country Planning Committees, consider the establishment of a Library Design Review Ad -hoc Committee and choose one Councilmember and one alternate to serve on the committee, and choose two Councilmembers and one alternate to serve on the Public Finance Authority Board.
