A Special meeting of the City Council of the City of Yucaipa, California was called to order in the Council Chambers, 34272 Yucaipa Boulevard, Yucaipa, California, on January 23, 2023 at 5:00 P.

CONVENE CITY COUNCIL
The meeting was opened with the Pledge of Allegiance led by Captain Landen.
PUBLIC COMMENT (Limited to Items on this Agenda)
Shirley Dalton, Chairman of the Yucaipa Mobilehome Residents Association, stated her concerns with the actions taken by the City Council at the meeting of January 9, 2023.
Colleen Wang, Yucaipa, stated her concerns with the actions taken by the City Council at the meeting of January 9, 2023, and offered opinion pertaining to Chris Mann's professional background.
Lloyd Rekstad, Yucaipa, stated his concerns with the actions taken by the City Council at the meeting of January 9, 2023.
Kathleen Woolsey, Yucaipa, stated that she has lived in Yucaipa for 35 years and stated her concerns with the actions taken by the City Council at the meeting of January 9, 2023. Ms.
Woolsey also stated that she is proud to be a Yucaipaian but needs to trust that the City Council will do what is right for the community.
Lenore Will, Yucaipa, stated her concerns with the actions taken by the City Council at the meeting of January 9, 2023.
Diane Smith, Yucaipa, compared the relationship between a City Council and its constituents with a marriage between a husband and wife as she expressed her concerns with the actions taken by the City Council at the meeting of January 9, 2023.

Kristine Mohler, Yucaipa, stated her history volunteering for the City of Yucaipa and expressed her concerns with the actions taken by the City Council at the meeting of January 9, 2023.
Kevin Miskin, Yucaipa, expressed his concerns with the actions taken by the City Council at the meeting of January 9, 2023.
Ramona Etheridge, Yucaipa, stated that she missed the meeting on Saturday but listened to it. Ms.
Etheridge also stated her concerns with the actions taken by the City Council at the meeting of January 9, 2023.
Jamie Hillwig, Yucaipa, expressed her concerns with the actions taken by the City Council at the meeting of January 9, 2023.
George Sardeson, Yucaipa, thanked Councilmember Thorp for his no vote on the acceptance of the retirement of Ray Casey and the subsequent appointment of Chris Mann as the City Manager at the January 9, 2023, City Council meeting and expressed his related concerns.
Councilmember Thorp motioned to continue the approval process of Agenda Item Nos. 6 and 10 on the Regular City Council Meeting Agenda to a future meeting in order to allow for additional review of the documents provided for Council consideration. Mayor Beaver seconded the motion.
After Council discussion, the following Motion was made:
A-CTION- MOTION BY COUNCILMEMBER THORP, SECOND BY MAYOR BEAVER, CARRIED 5-0, TO CONTINUE ITEM NOS. 6 AND 10 ON THE REGULAR CITY COUNCIL MEETING AGENDA OF JANUARY 23, 2023, TO A FUTURE CITY COUNCIL MEETING.
