On December 9, 2002, City Council approved a Professional Services Agreement with RJM Design Group, Inc. to prepare the City of Yucaipa Parks and Recreation Master Plan (Master Plan). In 2005, City Council aDDroved the draft Master Plan document, intended to provide-7 roadmap, for park facilities and ® opportunities, consistent with the City's General Plan.
On October 22, 2012, the City Council adopted Resolution No. 2012-70, adopting the updated Master Plan document with the addition of two additional park facilities: Dunlap Park and the 13 th Street Sports Complex.
Since 2012, the City has undergone significant changes and growth due to residential/commercial development and the need for recreational services and park development. As a result, additional recreational facility needs were identified, and capacity requirements for recreational opportunities have become apparent through community feedback and assessments completed by staff. To accurately document these changes and better identify potential deficiencies and needs within the growing community, an update to the Master Plan 375
City Council Meeting of February 13, 2023
Award of Contract — Demolition of Theatre Structure at 33994 Avenue E — Project No. 11150
Over the last seven years, pickleball has continued to grow in popularity nationwide. Over that same time, many Yucaipa residents have taken up the sport and have been playing at various public facilities throughout the City, including Avenue I Park, 7"' Street Park and the Community Center. At these facilities, pickleball court striping has been installed on existing basketball and tennis courts.
In order to accommodate the increasing number of players in the community, the City received a request from residents for additional pickleball courts and facilities. The City Council provided direction to staff through the FY2018/2019 Goals and Objectives process to select a location for a proposed exclusive pickleball facility and prepare a conceptual plan for Council's consideration.
Staff evaluated several design alternatives for an exclusive pickleball facility with several factors in mind. Factors such as cost, and the availability of existing infrastructure were used to evaluate multiple alternatives at four different City park sites. While evaluating these alternatives, City staff recognized the significance of minimizing impacts on other sports user groups, such as basketball and tennis.
In June 2018, staff met with the USA Pickleball Association Ambassador to Yucaipa (USAPA Ambassador) to discuss pickleball facility design and the use of the 7th Street Park basketball courts for pickleball use. It was determined that two of the three existing basketball courts could be permanently striped for pickleball (on top of the existing basketball court striping). Portable netting and related pickleball equipment could accommodate up to four pickleball courts.
Furthermore, in order to ensure that basketball remained an alternative use for this facility, staff proposed that pickleball use could be restricted until after 11:00 a.m. on days when local public schools are not in session. It was also determined that permanent pickleball striping at the existing tennis courts at Avenue I Park could also provide additional pickleball facilities while continuing to serve as tennis courts. On August 27, 2018, City Council authorized the amount of $3,450 to be used for permanent pickleball court striping at Avenue I Park (tennis courts) and 7 1h Street Park (basketball courts). The permanent striping was completed in November of 2018.
As part of the FY2021/2022 Budget adoption process, with input from the Yucaipa Pickleball Club (YPC), City Council approved a conceptual plan and prioritized the development of a permanent pickleball facility and authorized the additional amount of $400,000 for the development • the Yucaipa Pickleball Courts at the Yucaipa • Park to be located in the turf area just west of the parking lot along Oak Glen Road. As a part of the FY2022/2023 Budget adoption process, City Council authorized an additional $ 100,000 for the development of the Yucaipa Pickleball Courts.
In October 2021, staff distributed a Request for Qualifications/Proposals (RFQ/RFP) seeking professional engineering and design services to prepare construction plans and specifications for a pickleball facility. On December 13, 2021, City Council awarded a professional services contract to RHA Landscape Architects -Planners, Inc. (RHA) in the amount •' ,•t for the professional engineering and design services for the preparation of construction plans and 376

construction contract specifications for a pickleball facility at the Yucaipa Community Park. The award also included the approval of $7,000 for contract contingency, and $4,000 for contract administration for a total design budget in the amount of $77,925.
As part of their scope of work, REA provided staff with a preliminary design and cost estimate for a new pickleball facility at the Yucaipa Community Park based on the concept plan approved by City Council in June of 2021. The cost estimate provided was approximately $800,000, well above the $400,000 budgeted for the project at that time. The increase in cost was primarily due to the cost of retaining walls and the limited availability of building materials, building supplies, qualified contractors and other economic conditions at that time. In addition, approximately $90,000 of the cost was associated with the Water Quality Management Plan (WQMP) preparation and implementation required to construct the project. This is required to accommodate the removal of the existing turf area and the proposed replacement with an impervious concrete area (concrete surfaces for pickleball. courts). Staff worked with RHA to evaluate several design alternatives, including reducing the number of pickleball courts and minimizing the scope; however, the evaluated alternatives still exceeded the original cost estimate and budget.
Staff reached out to the YPC representatives during the alternatives evaluation process and informed them of the cost estimates as well as the various design alternatives being evaluated.
The YPC independently developed conceptual alternatives as well and shared those alternatives with City staff. One of the alternatives included a proposal to relocate the proposed pickleball facility from Yucaipa Community Park to 7h Street Park.
The relocation of the facility to 7t" Street Park would significantly reduce the construction cost if the facility was to be constructed in an area with an existing concrete surface that could be resurfaced and striped for pickleball. This eliminates the need for a WQMP and associated drainage improvements since the proposed construction would not be creating new impervious areas. This would also allow for the construction of new courts exclusive to pickleball that could be used along with the existing multi -use pickleball and basketball courts and increase the capacity of pickleball play. This would also further minimize impacts on other sports user groups using the 7 1h Street Park facility.
At the April 25, 2022 City Council meeting, City staff presented a revised conceptual plan proposing four exclusive pickleball courts on the west end of 7 1h Street Park and the construction of two dedicated basketball -only courts, located at the existing 7 th Street Theater building.
On September 12, 2022, City Council approved the revised Conceptual Pickleball Master Plan for the 7 1h Street Pickleball facility and approved Phase I of the 7 th Street Pickleball facility which included the following:
1. Removal of the existing 7 th Street Skate Park equipment and construction of four exclusive pickleball courts.
2. Installation of a steel structure over the four proposed pickleball courts that emulates/expands the existing steel structure cover.

4. Demolish the existing theatre building located east of the existing basketball courts.
Phase 2 of the 7 1h Street Pickleball facility would include the following:
1. Construction of a restroom facility at the location of the existing 7'h Street Theater building.
2. Construction of five pickleball exclusive courts at the location of the existing 7t" Street Theater building for a combined total of nine new pickleball exclusive courts (when combined with the four courts in Phase 1).
The current estimated cost of the proposed Phase I improvements is in the approximate amount *f $440,000 and the estimated cost of the Phase 2 improvements is in the approximate amount of $480,000.
. I I
In accordance with Phase 1, Item 4, the existing City -owned building located east of the existing basketball courts (7th Street Theater building) must be demolished in order to accommodate the construction of the project improvements.
In accordance with local regulations and permitting requirements, staff contracted with an environmental firm to complete a lead and asbestos survey in November 2022. The survey was completed, and the results indicated that the building contained a level of asbestos material that would require a specialized contractor to abate and remove the asbestos material prior to demolition of the building. It is important to note that the contract documents for the Demolition of the Theatre Structure project include a provision indicating that the building demolition work cannot begin until the asbestos abatement work has been completed in accordance with the Lead and Asbestos Survey prepared by the City's contracted consultant. The construction of the Demolition of Theatre Structure at 33994 Avenue E — Project No. 11150 is Categorically Exempt pursuant to a Class 1 Categorical Exemption under CEQA Guidelines Section 15301 (1).
The Demolition of Theatre Structure project contract, which includes the asbestos abatement work, was advertised for construction bids on December 1, 2022. On January 12, 2023, six sealed bids were received and opened as follows:
