properties in the City's Dunlap Neighborhood from the FEMA designated floodplain/floodway and is included in the adopted FY2022/2023 Capital Improvement Program (CIP). The existing Dunlap Boulevard bridge crossing is "under sized" and does not provide sufficient capacity for the Wilson Creek Channel to convey storm flows under Dunlap Boulevard. As defined in the 2015 Conditional Letter of Map Revision (CLOMR) report for Wilson Creek Channel, several areas within the vicinity of the existing bridge currently remain in the FEMA mapped floodplain/floodway. The Project involves the removal and replacement of the existing Dunlap Boulevard Bridge at Wilson Creek Channel. The replacement bridge is taller and longer to increase the storm water conveyance capacity of the channel, while maintaining vehicular (one way) and pedestrian access across the channel.

Acceptance of Contract Work - Phase I Construction of the Dunlap Boulevard Bridge Removal and Replacement Project at Wilson Creek Channel — Project No. 11098
Dunlap Boulevard and the Dunlap Boulevard bridge have historically provided access to several properties located between Oak Glen Road and Wilson Creek Channel. The existing bridge also serves as a utility corridor for water, gas and telecommunication facilities across Wilson Creek.
The properties located between Oak Glen Road and the Wilson Creek Channel are currently being developed as a commercial center (Yucaipa Gateway Center). The Conditional Use Permit for this development project approved by the Planning Commission requires a third point of access to a public street in addition to the current existing access points on Oak Glen Rd and 14th Street. At the February 23, 2019, City Council Meeting, Council approved a development agreement between the City of Yucaipa and the developer of the Yucaipa Gateway Center. The agreement includes an obligation for the City to complete the removal and replacement of the Dunlap Boulevard bridge. The Project will satisfy both requirements. As part of the Yucaipa Gateway Center project, a fueling station, car wash and convenience store were completed in 2019 as the first phase of development. The developer of the property is currently constructing phase two, which includes a hotel.
In addition to increasing the storm water conveyance capacity of Wilson Creek, the removal and replacement of the Dunlap Boulevard Bridge will maintain the public access on Dunlap Boulevard across Wilson Creek, provide a third access point to the commercial center and preserve the utility corridor across the channel for the existing utilities serving the local area as well as the region. It is important to note, the Project will also allow for pedestrian access to the existing multi -use trail along the north side of Wilson Creek from the south side of the channel.
At the March 25, 2019, City Council Meeting, Council awarded a professional services agreement to Dudek for the engineering design of the Project. The design was completed and the construction of the Project was identified at that time to be completed in phases in order to facilitate the relocation of utilities in the existing Dunlap Bridge onto the new/proposed bridge.
The Phase I improvements were identified at that time to include the construction of the new bridge, fabrication and installation of a steel truss along each side of the new bridge, protection of existing bridge, and channel improvements. The proposed Phase 2 improvements include the transfer of the existing utilities onto the new bridge structure, removal of the existing bridge and construction of channel improvements to transition under the new bridge.
At the December 13, 2021, City Council meeting, City Council awarded the Phase I Project to Wright Construction Engineering Corporation in the amount of $1,258,660. During the course of construction, staff administratively approved several change orders incorporating additional work to accommodate future utility relocations. Additionally, due to market conditions, and availability of materials, staff determined that the fabrication and installation of the steel trusses on the new bridge could occur with the Phase 2 improvements. Subsequently, several change orders were authorized administratively in order to accommodate these changes associated with the steel truss work.
During the course of construction, staff met with the utility agencies to determine the scope of work, schedule, and limits for the relocations of existing utilities within the Project limits. In order to facilitate the upcoming Phase 2 construction schedule, staff will continue to work with the utility 28 City Council Meeting of February 27, 2023

agencies, including Frontier Communications, AT&T Legacy, Southern California Gas Company, and Western Heights Water Company (WHWC) in order to relocate their facilities required to accommodate the ultimate bridge, channel, and intersection improvements proposed with the Phase 2 construction. Due to the location and nature of the WHWC relocations required to accommodate the Phase 2 construction, the costs for these relocations must be incorporated into the City's Project budget. Staff has met with WHWC staff, who has prepared a cost proposal to perform the required relocations in advance of the Phase 2 construction. Staff has evaluated the cost proposal, and is recommending payment to WHWC in the amount of $58,690 in order to facilitate the timely relocation of these water mains/appurtenances. If approved, WHWC can relocate their facilities in advance of the Phase 2 construction.
The construction of the Phase I Project has been completed. Field inspections performed by City and consulting staff during the course of the work confirmed that the work was completed according to the plans and specifications for this Project and in accordance with the requirements and conditions described in the contract specifications. As a result, staff is recommending that City Council accept the contract work and direct staff to file the Notice of Completion for the Project.
