Agenda Item No. 4
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Phil White, Director of Finance
FOR: City Council Meeting of March 13, 2023
SUBJECT: Community Development Block Grant — Intent to Participate Certification RECOMMENDATION:
That City Council:
1. Authorize the City Manager to execute the Intent to Participate Certification with San Bernardino County for FY25, FY26, and FY27; and
2. Approve the use of $4,305 from the City's available uncommitted funds from prior years to address program allocation shortfall.
DISCUSSION:
The City participates in the County of San Bernardino's Urban County program to receive Community Development Block Grant funding. The current agreement expires at the end of FY24. The County is in the process of requalifying its program for FY25, FY26 and FY27 and has requested that the City provide an intent to participate certificate to be included in the County's program.
In addition, FY24 CDBG allocations were authorized by City Council at the February 13, 2023 public hearing. In March, the City was notified that the County of San, Bernardino Community Development and Housing (CDH) announced a revised HUD Program Year 2023-24 CDBG allocation, which impacted the City's original allocation.
At the time of the public hearing, February 13, 2023, the City of Yucaipa was expected to receive $239,942 which has been reduced to $235,637. The recommended option is to keep the funding levels as authorized on February 13, 2023 and authorize the County to reduce the City's CDBG uncommitted prior year funds by $4,305 to make up the shortfall.
Staff is recommending the continued participation in the County of San Bernardino's Urban County program related to CDBG and to use prior year's uncommitted funds held by the County in making the FY24 CDBG program whole.
The Finance Committee reviewed this item on March 7, 2023 and is recommending approval, 162
