SUBJECT: Award of Contract - Purchase of 2022 Braun Voyager LX Low -Floor ADA Minivan RECOMMENDATION:
That City Council:
1. Award and authorize the City Manager to execute a purchase contract with Creative Bus Sales, for the acquisition of one new 2022 Braun Voyager LX Low -Floor Minivan in the amount of $71,115.19; and
2. Award and authorize the City Manager to execute a purchase contract with Sunrise Ford, for the acquisition of one 2016 Ford Transit 15 Passenger van in the amount of $47,533.97: and
3. Authorize an increase in the Fiscal Year 2022/2023 Senior Services expense budget in the not to exceed amount of $12,000.
DISCUSSION:
On June 27, 2022, the City accepted Ornnitrans Measure I Specialized Transportation Continued Project Funding which included a. FY 2023 capital award of a maximum of $120,000. This award requires a 10% local match, resulting in $12,000 being funded by the City and $108,000 funded by Ornnitrans.
This grant is being used to purchase two high passenger vehicles/minibuses (Dodge Voyager and a Ford Transit) to offer a Senior Transportation Program to the community.
Since the acceptance of the award of Measure I funds staff has worked to finalize the details of the Program, hire and train staff and purchase two vehicles: one ADA compliant van and one Ford Transit. Staff worked with several Ford dealerships and were told the Ford Transit will not come available until sometime later this year. Therefore, staff began looking for a used Ford Transit. Staff was able to identify a 2016 Ford Transit with 44,000 miles for $47,533,97, In accordance with Section 5.2. of the City of Yucaipa's Purchasing Policy, after solicitation from several vendor sources, competition other than this sole vendor is determined to be unavailable. As such, staff is recommending that Council approve the purchase from Sunrise Ford for the acquisition of one 170

Staff requested quotes for the proposed 2022 Braun Voyager LX Low -Floor Minivan from four vendors in the area and received one response. In accordance with Section 5.2. of the City of Yucaipa's Purchasing Policy, after solicitation from several vendor sources, competition other than this sole vendor is determined to be unavailable. As such, staff is recommending that Council approve the purchase from Creative Bus Sales for the acquisition of one new 2022 Braun Voyager LX Low -Floor Minivan in the amount of $71,115.19 for use by the Community Services Department.
FISCAL IMPACT:
The approval of this item will authorize a budget adjustment of $12,000 to meet the grant's local match requirements. The match will be funded by accumulated fund balance (prior years' net revenues).
