Agenda Item No.— 5
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Grant Malinowski, Fire Chief 0
FOR: City Council Meeting March 27, 2023
SUBJECT: 2021 Homeland Security Grant Acceptance (FIRE) RECUMMENDATION:
That the City Council:
1. Approve the acceptance of the 2021 Homeland Security Grant Program (HSGP) award for a total of $17,244; and
2. Authorize an increase in the FY 2023 revenue and expenditure budget of $17,244; and
Authorize the acquisition of Airbag Extrication Systems from First Out Rescue Equipment in the amount of $12,861, and Rope Rescue Harnesses 1 Rescue Rope from Rock N Rescue in the amount of $6,671 for use in extrication and rescues for a total of $19,532.
DISCUSSION:
With increasing vehicular traffic collisions and changing automotive technologies, extrications have become increasingly difficult, The Yucaipa Fire Department sees modernizing extrication and search and rescue equipment as a top priority. The Homeland Security Grant for 2021 was awarded to the County of San Bernardino for distribution to Fire and Police Departments within the County. Awarded dollar amounts are based primarily on population served, and the Yucaipa Fire Department was awarded the amount of $17,244. With the help of the grant, the 'Yucaipa Fire Department is requesting approval for the purchase of nine rappelling harnesses and rescue rope and hardware in the amount of $6,672 from Rock N Rescue, and three airbag extrication systems in the amount of $12,861. The City sought multiple quotes from various vendors as required by Yucaipa Purchasing Policy and Federal Grant Requirements and the above vendors were found to be the lowest cost options.
The equipment will be distributed amongst the City's three fire stations to better serve all areas of the community. The total cost of these items is $19,532 and will be funded partially by the Homeland Security Grant ($17,244) and partially by existing budget ($2,288). The Yucaipa Fire Department will be seeking future grants for purchase of additional extrication and rescue equipment to continue to be exceptional in our efforts to serve the City of Yucaipa and its citizens.
