BACKGROUND/DISCUSSION:
In 2008, the City's Neighborhood Traffic Calming Program (Program) was developed per Council's direction to maintain and administer an objective and consistent process for addressing traffic issues on residential streets such as speeding, parking and other safety -related issues. It is important to note that the Program is not used to address concerns on streets that abut commercial or industrial land uses nor on arterial streets unless the adiacent land use on arterial streets are primarily residential. As part of the process, the Program includes a Local Agency Stop Sign Warrant Policy for addressing requests for stop signs at intersections of residential streets where the Manual on Uniform Traffic Control Devices (MUTCD) may not normally warrant stop signs based on the State's requirements. The Program also includes a focal Speed Hump Warrant Policy that provides objective criteria to be used along with good engineering judgment to determine if a speed hump(s) is a viable option to reducing speeds on residential streets.
Phase 13 of the Program, covers the period from November 26, 2019 to May 12, 2022, and eighty-one (81) concerns from residents were received. Of these concerns received, and as a result of field assessments completed, a total of 15 were identified by staff as significant problems that could be addressed with the program. On July 11, 2022, the implementation of fifteen (15) mitigation measures were approved by City Council to address concerns that were City Council Agenda 113
