BACKGROUND/DISCUSSION:

At the July S, 2013 City Council Meeting, City Council approved the Citywide Miscellaneous Intersection Roundabout Study (Study) prepared by RBF Consulting. The Study identified strategic intersections along arterial streets including Yucaipa Boulevard, Avenue E, and County Line Road, in the City where vehicular traffic circulation would be improved and operate more efficiently in the long term with the construction of roundabouts. The Study also showed that potential single -lane roundabout intersections would improve operation and traffic flow along street segments between intersections along the arterial streets.

In early 2017, discussions were held with the City of Calimesa regarding joint participation for the improvements on County Line Road. Since both cities would mutually benefit from these improvements, an agreement was prepared in order to identify the responsibility and funding commitment of bath cities for the various improvements along County Line Road. These improvements along County Line Road between Bryant Street and Calimesa Boulevard make up City Council Agenda 125

the County Line Road Transportation Corridor Project (Project). City Council approved a Fair Share Funding Agreement with the City of Calimesa for the Active Transportation Program (ATP) and Air Quality Management District - Mobile Source Reduction Committee (MSRC) grant funding at the March 12, 2018 City Council Meeting. City Council approved the SB 1 Local Partnership Program (LPP) Grant Funding Agreement with the City of Calimesa at the City Council Meeting of October 26, 2020. The ATP funded portion of the Project has been completed, the LPP funded portion is currently under construction and the MSRC portion is planned to be constructed next.

The MSRC grant includes funding for the construction of pedestrian access improvements, including sidewalk and curb ramps, and bicycle lanes on the north and south, side of County Line Road, between Calimesa Boulevard and a point just west of 4th Street. There are three properties within the MSRC grant funded segment of the Project which require permanent right of way easements for construction of improvements.

Real estate appraisals have been completed by the City's contract appraiser in accordance with state law to determine the fair market value of the permanent right of way easement required from the subject property to construct the Project, At the October 10, 2022 City Council meeting, staff was authorized to proceed with offers to purchase the permanent right of way easements required for the Project. Subsequently, written offers were sent to the property owners based on the Council approved appraisal reports, Joseph Anthony Mujica and Marlene Gonzales Mujica, owners of the properties identified as APN 0319-233-24 located at 34392 County Line Road between 4°i Street and 5th Street, have accepted the City's offer and executed the proposed Purchase and Sale Agreement for the I 11 square foot area required for the Project. Staff is recommending that City Council approve the Purchase and Sale Agreement with Mr. & Mrs. Mujica in the amount of $850.

With the approval of this Purchase and Sale Agreement, the acquisition of two of the three permanent right of way easements will have been acquired for the County Line Road MSRC Project. Based on the direction provided to staff at the October 10, 2022 City Council meeting, staff will return to Council at a future meeting with a reconunendation regarding the purchase of the third and final permanent right of way easement required for the Project, FISCAL IMPACT:
