CITY OF YUCAIPA
AGENDA REPORT
TO- Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Vd Benjamin J. Matlock, Planning Manager/City PlannerA--
FUR: City Council Meeting of March 27, 2023
SUBJECT: Enhanced Infrastructure Finance District Appointment of At -Large Member RECOMMENDATION:
That the City Council appoint a member of the public to serve on the Public Financing Authority Board and confirm Mayor Beaver as the third Council Member appointment instead of alternate member.
BACKGROUNDIDISCUSSION:
An Enhanced Infrastructure Finance District ("EIFD") is a governmental entity that may be established by a City, County, or through a partnership between the two, that uses future incremental revenue from existing tax rates to help fund and complete public capital facilities and infrastructure projects. The revenue can also be used for other specified projects of communitywide significance that provide a significant benefit to the properties within the EIFD as well as the surrounding community.
The City of Yucaipa has explored the concept of an EIFD since 2015, when the mechanism for EIFD's was established by California Government Code Sections 53398.50 (referred to as the "EIFD Law").
In 2021, SLAG awarded the City a grant to study the formation of an EIFD that would encompass specific project areas needing infrastructure, and several study sessions have been conducted on the tool and its formation process. At the regular meeting of November 28, 2022, the City Council adopted a Resolution of Intent (R01) to form an EIFD, and directed staff to seek at -large members of the public to serve on the EIFD's Public Financing Authority (PFA) board. In addition, the City Council has since selected two Council (Mayor Pro Tem Duncan and Councilmember Thorp) to serve on the board, with Mayor Beaver as an alternate, and the City had circulated a notice for Citizen Service Applications for the at -large member. One application was received in January, and they were appointed at the January 23, 2023 Council meeting. One additional application has since been received, and is attached for Council's consideration.
The PFA is comprised of five (5) members, with three (3) elected members and two (2) public at large members. The ROI framework identifies that one member from each category will be from the County of San Bernardino, should the County ultimately decide to participate. along with other cities in the area, continue to encourage the joint participation, however, the PFA current membership only includes the City, and therefore the board would include all five (5) members comprised of those from the City.
