Agenda Item No. 3
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Ana V. Sauseda, Director of General Services/City Clerk FOR: City Council Meeting of April 10, 2023
SUBJECT: Fiscal Year 2023/2024 Animal Services Contract Amendment No, I I RECOMMENDATION:
That the City Council approve and authorize the Mayor to execute Amendment No. 11 to the County of San Bernardino, Department of Public Health Contract, for the provision of animal care, control, sheltering and canvassing services for Fiscal Year 2023/2024 in an amount not to exceed $542,077.
DISCUSSION:
Since incorporation, animal care and control services have been provided within the City of Yucaipa through a contract with the Animal Care and Control (ACC) Division of the Public Health Department of the County of San Bernardino. These services include the provision of an Animal Control Officer to respond to calls for service seven days per week, and night mechanism for emergency service after normal hours and on holidays, vaccination clinics, dog licensing and renewals, impounding and shelter services for all animals caught at -large and providing for the return of all licensed dogs, whenever possible.
In addition, starting in Fiscal Year (FY) 2005/2006, the City contracted with ACC to conduct a dog license canvassing program (DLC program) for the purpose of addressing compliance relative to the number of unlicensed dogs within the community and ensures animals are routinely and timely vaccinated, spayed/neutered, as appropriate, and assists with the successful return of an animal to its owner if a dog is located elsewhere in the community and/or apprehended by an Animal Control Officer. Since FY 2005/2006 the DLC Program was included as a Service Level Option (SLO) that was presented annually for Council consideration. However, on May 29, 2019, as part of the study session to review the FY 2019/2020 Draft Budget, it was City Council direction to include canvassing as part of future budgets instead of presenting it as an annual SLO. Based on direction received, Contract Amendment No. 11 includes the provision for the DLC Program; however, the County will only bill the City for DLC Program services rendered.
The current agreement for ACC services expires on June 30, 2023. The cost for services provided in the proposed agreement for FY 2023/2024 will remain the same as the prior three years. The County is maintaining the current contract rate for ACC services, based on the fact that sufficient contingencies exist in the current contract amount to cover potential cost increases. The City pays I
contingencies exist within the existing contract amount, the annual total cost for providing services is not expected to exceed the total contract amount.
FISCAL IMPACT:
The proposed Amendment No. 11 includes the not -to -exceed amount of $542,077 for shelter, field, and canvassing services. It is important to note the City only pays for actual costs incurred for all services conducted by ACC. The proposed costs will be offset by revenues generated from dog license fees, animal redemption and adoption fees in an estimated amount of approximately $122,000. The net contract cost for each of the past three years equaled an average of $270,000 per year. Historically, actual annual costs have remained below the annual contract amount. The compensation to be paid to the County for these services, as provided herein, shall be in full payment for all County's related services and expenses incurred in the performance hereof, including travel and per diem costs.
