FROM: Fermin Preciado, Director of Development Services/City Engineer - Landon Kern, Assistant City Engineer WN tjt
FOR: City Council Meeting of May 22, 2023
SUBJECT: Award of Contract for Avenue E Street Improvements, Dunlap Boulevard to Yucaipa Boulevard — Project No. 11185
RECOMMENDATION:
That the City Council:
1. Award and authorize the Mayor to execute a contract, and the City Manager or his designee to administer the terms of the contract to the lowest responsible bidder, Three Peaks Corporation of Calimesa, CA in the amount of $326,326 for the construction of the Avenue E Street Improvements, Dunlap Boulevard to Yucaipa Boulevard — Project No. 11185; and
2. Authorize a construction contract contingency amount of $32,000 for the project, the amount of $26,000 for construction contract administration, inspection, testing, survey and staff time for a total construction contract budget in the amount of $384,326; and
3. Approve the plans and specifications prepared for the project.
BACKGROUND/DISCUSSION:
The Yucaipa Boulevard Widening, 151h Street to the I-10 Freeway Project (Yucaipa Blvd Project) includes the street widening and street improvements along both sides of Yucaipa Boulevard between 15th Street and the I-10 Freeway, the signalization of the intersections of 16th Street, 17th Street and Chinaberry Street, and the traffic signal modifications at the intersection of Yucaipa Boulevard and Avenue E/Hampton Road. The Yucaipa Blvd Project is being constructed in Phases. The limits of Phase I are between 18th Street North and Avenue E, Phase II limits are between 15th Street and 16th Street, and Phase III limits are between 16th Street and 18th Street North. In September of 2022, City Council accepted the contract work for Phases 1 and 2 of the Yucaipa Boulevard Project. With the completion of the Phase 1 and 2 improvements, and the anticipated future construction of the traffic signal modifications at Yucaipa Blvd and Avenue E/Hampton Road, staff completed the plans and specifications for the Avenue E street improvements between Dunlap boulevard and Yucaipa Blvd (Project). This proposed Project is another phase of the Yucaipa Blvd Project and will widen a portion of Avenue E to be consistent with the City's general plan circulation element, and will accommodate the planned widening and traffic signal modifications at the northeast corner of the Yucaipa Blvd/Avenue E/Hampton Road 59 City Council Meeting of May 22, 2023

intersection that will be constructed as a separate, future Phase of the Yucaipa Blvd Project.
The Project was publicly advertised for bids on April 24, 2023. On May 9, 2023, one (1) sealed bid was received from a contractor as follows;
Bidder Bid Amount
Three Peaks Corporation $326,326
The Engineer's Estimate for Project is in the amount of $310,000. Three Peaks Corporation is the apparent responsive low bidder for the Project in the amount of $326,326. Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications. Three Peaks Corporation has completed previous similar work for the City of Yucaipa and other public agencies and their work has been deemed satisfactory. As a result, staff recommends that City Council award the contract to Three Peaks Corporation in the amount of $326,326 for the Project.
