SUBJECT. Award of Contract -Community Center Flooring Improvements -Project No. 11192 RECOMMENDATION:
That the City Council:
1. Award and authorize the Mayor to execute a contract, and the City Manager or his designee to administer the terms of the contract in the amount of $39,906 with New Image Interior Flooring of Yucaipa, CA for the Community Center Flooring Improvements — Project No. 11192 (Project); and
2. Approve the amount of $3,000 for contract contingency and the amount of $2,000 for contract administration, inspection, and staff time for a total estimated project cost in the amount of $44,906; and
Approve the specifications prepared for this project.
DISCUSSION:
The Community Center Flooring Improvements — Project No. 11192 (Project) is being initiated to provide maintenance and replacement of interior flooring at the Community Center facility.
Flooring improvements are proposed in the Activity Room, Banquet Room, and Copy Room. The existing flooring in the proposed rooms are in excess of 10 years old and have exceeded their useful life. The proposed contract work for this project consists of various items which include, but are not limited to, removing existing flooring/carpet/cove base, cleaning and preparing flooring (building is on concrete slab), installation of moisture barrier, installation and finish of new vinyl plank flooring, installing new rubber cove base, and disposal of existing flooring material.
The Project was advertised for bids in May of2023. On May 25, three (3) sealed bids were received and opened as follows;

New Image Interior Flooring of Yucaipa, CA is the apparent low bidder for the Project with a bid in the amount of $39,906. Staff has reviewed the apparent low bidder's bid documents and determined that they are qualified and meet the contract specifications for the Project. New Image Interior Flooring has performed similar work for the City of Yucaipa and their work has been deemed satisfactory. As a result, staff recommends that City Council award a contract in the amount of $39,906 to New Image Interior Flooring of Yucaipa, CA for the Project.
FISCAL IMPACT:
The total estimated cost of the Project in the amount of $44,906 is included in the FY2022/2023 Capital Improvement Program.

PROJECT: Community Center Flooring Improvements No.11192 WITNESSETH, in this consideration of their covenants, the parties hereto agree as follows:
The contract documents for the Project shall consist of the Notice Inviting Sealed Bids, Instructions to Bidders, Proposal, General Specifications, Standard Specifications, Special Provisions, Plans, and all referenced specifications and appendices; together with this Agreement and all required bonds, insurance certificates, permits, notices, and affidavits; and also including any and all addenda or supplemental agreements clarifying, amending, or extending the work contemplated as may be required to insure its completion in an acceptable manner (collectively, the "Contract Documents"). The Contract Documents are made a part hereof as though fully set forth herein.
In consideration of such work, City agrees to pay Contractor and Contractor agrees to accept the sum of Thirty -Nine Thousand Nine Hundred Six Dollars and zero Cents ( 9,906.00) in the manner provided in the Contract Documents and subject to adjustment provided therein.
Concurrently with the execution of this Agreement, Contractor shall file with the City the bonds and certificates of insurance specified in the Contract Documents and subject to adjustment provided therein.
This Contract shall not be assigned without the written permission of the City Council.
