BACKGROUND/DISCUSSION;
The City's Capital Improvement Program (CIP) includes many State and Federal grant -funded projects. These projects are funded primarily with federal funds from the Highway Bridge Program (HBP), Active Transportation Program (ATP), and the Highway Safety Improvement Program (HSIP). These funds are administered locally by Caltrans on behalf of the Federal Highway Administration (FHA). As a result, the construction administration and inspection of these projects (services) are required to comply with the established Caltrans process as well as other requirements set forth by the FHWA and applicable federal guidelines. The consultants assist staff` in preparing and submitting the required documentation to Caltrans for federal and state - funded projects included in the CIF. These transportation and drainage projects are in various phases of the development process, such as preliminary engineering, design, environmental phase review, or construction.
Following the advertisement of a Request for Proposals/Qualifications (RFP/RFQ) in May of 2020, the City accepted proposals for on -call Construction Management Services, Inspection, and Project Engineering Services for Various Engineering/Public Works Projects, On June 22, 2020, City Council awarded two-year contracts for on -call Construction Management Services, Inspection, and Project Engineering Services for Various Public Works Projects and executed Agreements with B&R Consulting Engineers Inc. (B&R) in the amount of $300,000, South Star Engineering in the amount of $125,000, and Wallace and Associates Consulting, Inc. in the amount of $50,000, for FY2020/2021 and FY2021/2022. On July 11, 2022, City Council authorized the first extensions of these three (3) contracts for FY2022/2023 and FY2023/2024 as well as contract amendments to each contract in order to provide for continued services for ongoing projects 77 (including contract amendment No, 3 to the B&R contract), B&R has continued to provide services for multiple projects, including the Wilson III Basin Project (multiple phases) and the Dunlap Bridge Replacement Project (both Phase 1 and Phase 2). For the remainder of the authorized contract period (ending in June of 2024), staff proposes that B&R continue to provide services for these construction projects. Therefore, staff recommends approval of contract amendment No. 4 in the not -to -exceed amount of S 180,000. B&R has been providing these services to the City since June of 2020, and their work has been deemed satisfactory.
