SUBJECT: Transportation Development Act Article 3 Grant Funding Reimbursements RECOMMENDATION:
That the City Council adopt Resolution No. 2023-21 authorizing staff to file reimbursement claim forms for Transportation Development Act Article 3 grant funds in, the amount of $50,502 for the Bus Stop Landing &. Sidewalk Improvements — Route 310 Project.
BACKGROUND:
In 2016, the San Bernardino County Transit Authority (SBCTA) Board of Directors authorized the release of a call for projects seeking Transportation Development Act (TDA) Article 3 grant funds. The City of Yucaipa submitted a grant application requesting TDA Article 3 grant funds for the design and construction of sidewalk and ADA-compliant curb ramps to complete missing links along OmniGo Route 310. On April 6, 2016, SBCTA. informed the City that it had successfully obtained approval for $50,502 in TDA Article 3 grant funds. The funding was approved for bus stop landing and sidewalk improvements for the OmniGo Route 310 bus route, which traverses a portion of the uptown area with bus stops along Adams Street and Avenue B.
The Adams Street and Avenue B Street Sidewalk Improvements CDBG Project — Project No. 11089 (Project) consists of constructing curb, gutter, sidewalk, bus stop improvements, and concrete drive approaches along the east and west side of Adams Street between Yucaipa Boulevard and Avenue B, and on the north side of Avenue B from Adams Street to I" Street. The Project incorporates the bus stop and sidewalk improvements for the OmniGo Route 310, consistent with the TDA Article 3 grant funds. The construction contract for the Project was awarded in late 2022 to Three Peaks Corporation. Construction is substantially complete, with an anticipated completion date in July of this year. The Bus Stop Landing & Sidewalk Improvements — Route 310 Project that is eligible for TDA Article 3 grant funding is a segment of the overall Project.
TDA Article 3 grant funds are paid through a reimbursement process. SBCTA requires a resolution before submitting for reimbursement. Consequently, staff recommends that the City Council adopt Resolution No. 2023-21, authorizing staff to file reimbursement claim forms for reimbursement of 104
funds in the amount of $50,502 from the TDA Article 3 Grant Program for the completed improvements specified in the grant application.
FISCAL IMPACT:
Adoption of Resolution No. 2023-21 will allow staff to file for TDA reimbursement in the amount of $50,502.
