SUBJECT: Property and Business Improvement District 42
RECOMMENDATION:
That the City Council receive and file the following financial reports as prepared by the Property Owner's Association Board of Directors of the Yucaipa Village Square Management Property and Business Improvement District 42:
1. Fiscal Year 2023 Financial Statement
2. Fiscal Year 2024 Annual Budget
3. Fiscal Year 2024 Annual Fiscal Report (Assessments) and Assessment Listing BACKGROUND:
On July 13, 2009, the City Council adopted Resolution No. 2009-16, establishing a Property and Business Improvement District (PBID) to be known as Yucaipa Village Square Management District #2 (District 42). The purpose of District #2 is to provide a funding mechanism for levying assessments on properties located within the District to fund certain improvements and maintenance activities. These certain improvements include ongoing monthly utility costs for landscape irrigation and area lighting as well as the actual costs of maintaining the landscaping.
District 42 includes the properties located on Yucaipa Boulevard, between Second Street and Bryant Street, On August 11, 2014, the City Council adopted Resolution No. 2014-44, renewing District 02 for an additional 10 years. unless otherwise extended, the PBID would expire in August, 2024.
DISCUSSION;
Streets and Highway Code Section 36633 states that the Advisory Board of the District shall cause to be prepared a report for each fiscal year for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the report. Attached for Council 121
review is the Financial Statement for the year ending June 30, 2023 (including estimated actuals for the year), the Fiscal Year 23-24 (FY 24) Annual Budget, and the Fiscal Report for the year ending .Tune 30, 2024. These Reports were presented to the District's Board on May 9, 2023. After review and discussion, the Board approved an increase in the annual assessment for District #2 by an amount equal to 3 %.
FISCAL IMPACT:
For PBID #2, there is an estimated FY 23 ending balance of $66,782. The total annual assessment to be collected for FY 24 is approximately $34,872. Attached is the listing of the assessments by parcel.

On May 9, 2028, the Board approved an increase in the annual assessment equal to 3°fo for fiscal, year 2023-2024.
5. Balance carried forward from fiscal year 2022-2023 is estimated to be approximately $66,782.
6. No additional contributions are anticipated.
